If all of these students attended Ecole Forest Trail, more portables would have to be added to the already 15 portables on site, said Parfeniuk. "We're forecasting that the (Grade 1) French immersion population between Ecole Forest Trail and Pilgrim Wood (if approved as dual track) next year will be in the 170180 range, so that would require that we find a place for those students and that would require nine more portables," he said. Ellis also enquired about the recommendation that the school board implement a boundary study if either of the dualtrack schools in Ward 4 Oakville exceed a 60 per cent threshold for French immersion enrolment. This recommendation was a point of contention for many Pilgrim Wood parents at delegation night. They expressed fear of their school becoming a single-track French immersion facility if the 60 per cent threshold was exceeded. Joudrie said that scenario is not the intention. "The intent behind this was at a number, and we chose 60 per cent, that at that point in time, intelligent people that know that community, a.k.a., school council and parents and the principal, will sit down and study the issue with Steve (Parfeniuk) and our planning staff and say where are these kids coming from, what other options do we have that make sense and how can we accommodate what appears to be an imbalance that may be overwhelming a particular school," he said. "A lot of different things can happen as a result." Two possible outcomes Joudrie suggested were leaving the situation as is, if possible, or opening a dual track program at another local school. "This was never meant to be a slick way of getting around PARC (Program and Accommodation Review Committee) process, where now you've only got 40 per cent and we can do whatever we want," he said. Joudrie also said that based on forecasted enrolment numbers for 2013 at Pilgrim Wood and Palermo, there would have to be a significant increase in French immersion enrolment before the 60 per cent threshold would be reached. The enrolment fore- cast for 2013 shows 358 English students and 299 French immersion students for Pilgrim Wood, and 467 English students and 254 French immersion students for Palermo.
