"I almost have to hold my breath," remarked Burlington Councillor Carol D'Amelio, who quit smoking herself 32 years ago when informed she was pregnant with her first child. To combat this side effect of Ontario's existing ban on indoor smoking, Halton Region is proposing to offer a breath of fresh air to local residents with a bylaw prohibiting smoking within nine metres of the entries and exits of municipal buildings, but the new restrictions wouldn't be applied to all public buildings. The proposed bylaw, which received endorsement from the regional health and social services committee Tuesday morning, still has to be passed by regional council and the four lower-tier municipal councils. If approved, smoking would be prohibited at the entrances and exits of approximately 150 municipal buildings, leased or owned, in Halton including libraries and recreational facilities such as arenas and pools. Public health inspectors and tobacco enforcement officers would enforce the bylaw, but smoking-related offences would be investigated on a complaint basis. "I think this is a great start," D'Amelio said at Tuesday's meeting. "I wish we could do it from all kinds of entrances -- to buildings, to malls...especially in front of restaurants." According to a staff report, the decision to forego imposing a smoking prohibition around entrances to such public buildings was based on the experience of other munic- ipalities that have instituted such restrictions. Those municipalities have found it difficult to find the money and staff to enforce the smoking prohibition, the report states. Halton Hills Regional Councillor Clark Somerville, another ex-smoker on the health committee, voted not to endorse the bylaw as he felt a nine-metre prohibition would push smokers onto abutting private property. "I like the idea, I like the concept, it's just the distance I have a problem with," he explained.
