"That's one of the bleakest things I've heard in a lifetime of politics," said Ignatieff. "So when we talk about this being a once in a generation crisis, that's not some abstract concept, it's something very real." To turn this around Ignatieff said he is looking to the principles of fairness, responsibility and independence to guide policy decisions. Fairness, Ignatieff noted, means keeping people working in every part of the country, helping society's most vulnerable return to prosperity and making sure that those who need Employment Insurance (E.I.) have access to it when they need it, no matter where they live in Canada. "Fairness is making sure that those who pay into the system don't get denied help when they need it the most because of some quirk of fate or some temporary lay off that took place months ago," said Ignatieff. "We need to move towards a national standard of E.I." The fairness principle, Ignatieff noted, would also see the addition of more childcare spaces and greater investment in postsecondary education. "A university is not an ivory tower. It is the driver of innovation, it is the trainer of our people and the worst thing you can do is cut back investment on education and training in a recession, you have to step it up," said Ignatieff. "That's how you create the jobs of tomorrow." In the area of responsibility, Ignatieff called for a return to the economics of the Liberal Party, which he points out left Canada with a surplus of $12 billion when it left office in 2006. Ignatieff noted responsibility also meant refusing to leave future generations with crushing deficits. "Our party cleaned up the Mulroney deficit of $42 billion in the 1990s. We did it once and it looks like we're going to have to do it again with the Harper government's deficit of more than $80 billion," he said. Ignatieff said this would be accomplished through line-by-line reviews of government expenditures.
