The Town of Oakville has reduced or deferred funding to more than $16 million worth of projects from the 2009 Capital Budget in the wake of slowing growth and the resulting reduction in development charge revenues. The admission that the budget would need to be adjusted due to the hard economic times was made during Monday night's council meeting. The reductions and deferrals include library collections for growth, which will lose $245,000 worth of funding, the South Shell Waterfront Park, which will lose $1.5 million in funding, the North Park Sports Park, which will lose $5.4 million in funding, the library ILS Upgrade, which will lose $160,000 in funding and the traffic signal construction program, which will lose $140,000 in funding. The Town's vehicle and equipment replacement funds also took a hit to the tune of more than $2 million. "We're in the same boat as every other operation in the world," said Gord Lalonde, Commissioner of Corporate Services. "We are facing the effects of the economic downturn." In a report submitted to council by Lalonde, the commissioner noted that over the first quarter of 2009, the Town experienced a decline in revenue, beyond what was anticipated in the budget. These shortfalls were related to planning, building and development fees, as well as a decrease in development charges as the pace of growth slowed and the amount of available serviced land declined. Based on preliminary first quarter results, the Town is expected to face an operating revenue shortfall in the range of $2 to $8 million. Development charges, which are fees paid to the Town by developers to fund town services, are also expected to come up short by $15 million. Besides deferring or reducing capital project funding to deal with these economic issues, staff is also implementing policies to better manage the Town's departmental operating budgets. The goal of this policy will be to reduce expenditures on overtime, out-of-province travel for conferences and seminars, and to reduce discretionary expenditures such as subscriptions and memberships.
