The Town is currently managing with 32 vacant positions, which is expected to save the Town $650,000 for 2009. Additional expenditure reduction strategies will be proposed as part of the 2010 budget process. During the meeting, Ward 3 Councillor Mary Chapin expressed concerns that funding for library projects was being deferred, noting she had already received complaints from a resident about one library's existing selection. She said a recession was no time to strip the libraries of their funding as many people who are dealing with the hardships of the economy use the library as a resource for entertainment as well as a way of connecting with the social service organizations they may need. Lalonde noted there has to be a balance. "The thing about development charges is they are used to build the things future citizens will need, but if they (development charges and new citizens) are not coming in you don't have to build things for them at just this moment," he said. Ward 6 Councillor Tom Adams also pointed out there is still around three quarters of a million dollars for library collections expansion within the 2009 budget. While the recession caused some projects to be deferred it also caused others to be accelerated thanks to economic stimulus funding from the provincial and the federal governments. As qualifying for this funding means projects have to be `shovel ready,' the Town voted to spend $5.6 million to get certain projects to the point where they would qualify. This includes $3.6 million for the design and development of the QEP Centre, $260,000 for transit facility expansion, $1.2 million for the Kerr Street widening and grade separation and for the Westwood Park landscape redevelopment.
