Elementary teachers will see their pay increase two per cent for each of the first two years, and three per cent for each of the two following years. Currently, a new full-time elementary school teacher with a four-year degree and specialist training makes $50,182. The pay scale tops out at $85,768 for teachers with 11 years of experience or more who have also taken additional courses. At the end of the new four-year contract, a new full-time teacher with the same educational background will earn $54,304, with full-time teachers with 11 years or more of experience in the top salary bracket earning $92,810. The contract also included an increase in preparation time for teachers, which will go up 10 minutes per year, from 200 minutes to 240 minutes per week by the end of four years. Supervision time is also now enshrined in the contract, with teachers not having to supervise for more than 80 minutes per week. "It is now capped at 80 minutes," Weinberger said. "Basically, we had 80 minutes in all of our schools, but we worked hard as did our counterparts at the board in getting that 80 minutes in schools... enshrined in language, so that always makes things easier and everyone knows exactly what it is they are dealing with." The length of staff meetings has also been capped at 75 minutes. "That's a big deal for elementary teachers because any type of meeting has to take place outside of their instructional time, so as they are sitting there with their bag of marking and preparation for the next day, they know they've got a finite amount of time that they will be expected to be doing work in at the end of the teaching day," Weinberger said. Other improvements were made at the local level in areas such as pregnancy/parental leave, sick leave to care for family members, adoptive leave and personal days. However, one point of contention remaining between ETFO and the Ministry of Education is the funding gap between elementary and high school students. The provincial ETFO union stated that as of fall 2008, each elementary student gets $711 less funding than high school students. Weinberger said that while some advancement was made on the issue, it would likely resurface during the next round of bargaining in 2012. "There has been some progress made, if you look at some of the jobs that have been generated through additional preparation time, so there has been some movement," she said. "Did we get where we wanted to be? No. There's certainly a lot of work to be done there. It's a huge concern for programming and what students have access to in elementary as opposed to secondary." A contract was also recently ratified between the HDSB and the elementary occasional teachers represented by ETFO Halton. This deal also covers the time period of Sept. 1, 2008 to Aug. 31, 2012.
