Once the qualifications have been examined and determined to be acceptable, the hospital will next issue a request for proposals where the groups will actually bring forward proposals for the building of the hospital. This step is scheduled for spring of 2010. "I'm hoping during that period, when the construction companies are bringing forward their plans for the building that we'll get a better idea of how soon this could be built," said Flynn. "I'm hoping some preference in the process is given to the proponent with the best price, so we get value for the taxpayers, and also the one who can get the project completed quickly and safely." Flynn is hoping through an accelerated start date and building process, the hospital can be completed on schedule in 2013. The ministry had initially stated the project would be delayed for completion in 2014. News that the project is more or less back on track was well received by Halton Health Care President and CEO John Oliver. "We're very happy to see some time coming back on the schedule mainly because the building we are in is no longer sized right for the community," he said. "We really do need to get this project started so we can have the right services and the right kind of facility for the community. Time is of the essence." Halton MPP Ted Chudleigh is not impressed. "The original start date was 2010, interesting that 2011 is also the date of the election," he said. "They're just playing politics with the people of Oakville. The hospital has been delayed 13 months. It was full up last year. It's overcrowded this year. People are noticing the difference in service and in two more years the service is going to be even worse because they're still building houses. This is not the way Ontario should be run, using hospitals as political fodder." Chudleigh also puts little stock in the province's excuse the hospital cannot be built sooner because of a lack of available construction firms. "That's absolutely ridiculous," he said. "The McGuinty government took a trade mission to the Middle East and it included construction companies because there are opportunities to build buildings in the Middle East. Now if you can build buildings in the Middle East surely to God they can build buildings in Ontario. This government is so full of bull it's just really disappointing." Chudleigh said not a week goes by he does not talk to Minister of Energy and Infrastructure George Smitherman about the Oakville hospital.
