Oakville's Southwest Wastewater Treatment Plant is the latest local facility to benefit from inter-government cooperation, receiving $33.4 million in infrastructure funding from the federal, provincial and municipal governments on Friday. The facility, which provides wastewater treatment capacity to south Oakville, will undergo a major makeover starting in August as various portions of the plant will be torn down and replaced with updated structures better suited to keeping contaminants out of Lake Ontario and servicing the growing community. "Today's announcement is really, really basic, something very important that nobody wants to talk about, which is wastewater, but everyone needs and every home needs," said Oakville MP Terence Young, during Friday's announcement at the plant. "For our community to continue to grow we need new facilities. This one was first built in 1955 and has been expanded since it needs a whole new facility." Changes to the facility will include the replacement of the Sewage Pumping Station and the upgrading of the electrical distribution and plant control systems to provide for enhanced operational security and process control. New treatment modules and ultraviolet light disinfection will also be added to ensure the plant is able to continuously meet effluent requirements, minimize overflows, provide reliable treatment capacity and ensure that the environment and human health continue to be protected. "What I'm very excited about is the equalization storage, which is going to provide controls for storm water/wet weather flows," said Stan Spencer, practice leader for Stantec, the consulting group overseeing the project. "Flooding is infrequent here, but it has happened. So, soon we will have a storage facility here that will store that wet weather flow and then treat it after the storm has passed. That's really going to benefit the residents in this area." Oakville MPP Kevin Flynn said the announcement is important because the plant renovation will have an impact on the quality water that is pumped back out into Lake Ontario. "We're doing good things for our kids here and we're doing good things for our grandkids. Not investing in your infrastructure is exactly the same as running a deficit," said Flynn. "There is no difference. You are just passing those costs down to your kids. Today, what we're saying is that we're going to take some of those costs on so that our kids and grandkids will have the infrastructure that we took for granted when we were growing up." The process of modernizing the wastewater treatment facility is expected to create around 542 jobs with the changes scheduled to be complete by late March of 2011. Friday's announcement is just the latest in a series of infrastructure announcements. The good news began back in February when the province and the federal government joined forces to get Oakville $30.5 million for a new parking garage at the Oakville GO Station and was followed up with $31.2 million for Sheridan College in late May and $30 million for a new transit facility in early June.
