The low enrolment projections at New Central were a major deterrent in Joudrie's eyes. He said this is the main reason he did not choose hybrid 3B as his preferred recommendation. Ellis, however, was adamant that the school would attract new students and the enrolment would increase, not decrease, over the years. Her recommendation includes a meeting between board staff and New Central parents to determine a school theme to help achieve this. "One idea for an academic emphasis could be to expand from the excellent basic foundation of literacy/numeracy skills at the primary (JK-3) level into an enhanced creative exploration of arts and literature at the junior level (Grades 4-6)," Ellis said. "The school could offer an enhanced drama, arts and music program." The $10.7-million Clearview school will be a dual-track school for JK-8. One concern expressed by Joudrie and trustees was the small number of French immersion students -- estimated to be 90 -- when it opens in Sept. 2010. The motion requires that board staff meet with parents in the Clearview community to discuss French immersion delivery options, as well as thematic programming at the school no later than Oct. 2009. "It could be an excellent opportunity to pilot multiple entry points to French immersion so that students who miss the Grade 1 entry point can begin French immersion in the early junior years," Ellis said. "Themed programming could be an option the school's parent body could consider." The approved plan will create a positive cash flow of $3.9 million for the board, and reduce the number of students bused, from 858 to 565.
