Staff reworked the plan to recognize and permit existing places of worship to expand to the extent allowed under their previous zoning. Applications for the construction of places of worship were also permitted to proceed provided the application had been made prior to the approval of the new Official Plan. This revision was appreciated by Harvest Bible Chapel Representative Joel Kissack who feared the official plan would prevent the planned building of a new church. "We're very encouraged by the language and the revised draft (of the Official Plan) that was published and by discussions we've had with the Town," said Kissack. Reverend Doctor Morar Murray Hayes of the Interfaith Council of Halton also spoke about the status of places of worship under Livable Oakville. She expressed concern the new rules would give places of worship greater than two hectares in size an institutional designation meaning the places that could be built would be restricted. "Places of worship will find it much more difficult to locate within existing residential communities," said Hayes. "We have faith groups that we represent, who need to be within walking distance of their faith communities, hence you will find only Christians worshiping in large sections of Oakville." Planning Services Director Dana Anderson previously noted the purpose of the restrictions is to protect residential and employment lands from large developments. She said faith groups, which meet in places like schools, even if the school is greater than two hectares in size, will not be affected by the Livable Oakville plan. The Town will be conducting a Places of Worship Study in the fall to take a second look at some of the issues raised. Town staff also took steps to address public concerns about the possibility of large-scale redevelopment being allowed to take place on the DND lands, located at Dorval Drive and Rebecca Street and the current Oakville Trafalgar Memorial Hospital site, which will be vacated in the next few years. In the latest revisions to the Official Plan unveiled Monday, staff directed multipleattached dwellings to be located on a portion of the DND site adjacent to Dorval Drive. Staff also deleted `bonusing' policies from the hospital site, meaning a developer cannot increase the height allowed under the zoning by paying a bonus to the Town. Community visioning exercises will also be an integral part of any future redevelopment at both sites. While the places of worship issue and developing restrictions upset some, many of the 17 ® delegations expressed support for the Livable Oakville plan on Monday night. The North East Oakville, Oakville Lakeside, Chartwell-Maple Grove and West River Resident's Associations all spoke positively about the plan. West River Resident's Association President Chris Kowalchuk even expressed satisfaction with the fact that his area has been selected for residential intensification. A provision that the character of the area would be maintained seemed to be the selling point. Oakvillegreen Conservation Association President Liz Benneian gave the plan a thumbs up. "Oakvillegreen thinks this is a good document and a fresh start for Oakville. Detractors may quibble that it doesn't have this or it doesn't go far enough here, but in Oakvillegreen's opinion Livable Oakville is a sound Official Plan that will accomplish what it set out to do and that is to make Oakville the most livable town in Canada," said Benneian. "The new document is written in clear language. It's well organized. It addresses current and emerging issues. It has met provincial mandates for green filled growth and for intensification in existing areas while maintaining the integrity of the community." Benneian praised the Town for the lengths it went to get the public's input on the plan. Besides the two statutory public meetings in June, staff conducted five public information meetings and open houses, 15 public workshops, 19 meetings with the `Livable Oakville' council subcommittee, more than 20 meetings with community groups and stakeholders, as well as additional meetings with seniors groups, the Oakville Youth Advisory Committee and the Environmental Strategic Plan Advisory Committee. With Livable Oakville approved by the Town, the Official Plan now goes before the Region, which will be asked to give its approval.
