The most recent announcement was the allocation of $10 million to Halton Region to repair and retrofit social housing. Regional staff are now developing applications to request available government funding to construct new assisted housing units for low income seniors and disabled people, according to a report presented at council's health and social services committee last week. Along with the money for social housing, the most recent federal budget included a new Infrastructure Stimulus Fund, an allotment for the repair of recreational facilities, and a commitment to speed up the allocation of money in the two components of its already existing Building Canada Fund. The provincial government has stepped up to match the federal dollars. Oakville resident and Director of Inclusion International Connie Laurin-Bowie is calling on the Government of Canada to break its silence on a human rights issue that is emerging within the east central African nation of Rwanda. The Rwandan Parliament, Laurin-Bowie said, is in the process of passing a reproductive health bill that will bring about the mandatory sterilization of every Rwandan citizen who has an intellectual disability. For Laurin-Bowie, whose group provides advocacy services for people with disabilities in 115 countries around the world, the proposed bill is as disturbing as it is ridiculous. "The motivation behind this legislation was reducing HIV and reducing population growth," said Laurin-Bowie. "There are several issues with this, one being that having an intellectually disability doesn't mean you would give birth to another person with an intellectual disability. Also there is really no evidence that sterilization reduces HIV."
