Know your colour - know your limits We have introduced a new outdoor water use program this summer, which helps to ensure enough water for emergencies. Just like a stop light, there are three levels of outdoor water use limitations: Blue (level one) asks that water be used wisely at all times. indicates the beginning of a drought and low water levels within the Region. Red (level three) indicates that almost all outdoor water use is not allowed. Red indicates a severe drought which could harm the ecosystem within Halton.
