Russell, 56, who acts as a personal trainer for the Oakvillebased Dolphins Swim Club, is barred for life from coaching because he was twice convicted Cecil Russell for being involved in major drug rings. He has also testified to helping an associate in a steroid ring burn a murder victim's body in a silo beside his home. Ottawa adjudicator Graeme Mew Monday rejected Russell's appeal for reinstatement and said in his decision he doesn't consider him a good prospect for rehabilitation. But Russell coached swimmers from the USC Graz club last weekend at the Austrian championships. Tiroler Tageszeitung reported he also caused a stir at the recent world championships in Rome when he was found staying at the same hotel as the Austrian team. He has been working with one of its coaches, Ingrid Floeck.
