5 · OAKVILLE BEAVER Wednesday, August 26, 2009 Organic waste program earns accolades for Region Halton Region received an honourable mention award last week for its use of federal gas tax dollars to support the 2008 launch of the GreenCart organic waste collection program. The Association of Municipalities in Ontario (AMO) bestowed the honour upon the region at the lobbying group's conference in Ottawa this week. The gas tax awards are given to municipalities that best use the federal cash in line with the government fund's environmental and community sustainability objectives. In 2008, the region delivered organic waste bins to 140,000 homes across Halton prior to the launch of the source separated organic waste collection program. Federal gas tax dollars almost entirely funded the $3.4-million project, not including collection of the waste. From April to December, 2008, the GreenCart program resulted in the diversion of 18,000 tonnes of organic material that would have previously gone to a landfill, according to the region. From January to July this year, the region has collected 16,000 tonnes, said regional staff. The region's GreenCart organic waste is shipped to the City of Hamilton's composting facility. "Weekly use of the GreenCart coupled with the Blue Box (recycling) has led to the success of diverting 60 per cent of residential waste away from the landfill, an incredible accomplishment," Halton Regional Chair Gary Carr said in a release announcing the region's award. First announced in the 2005 federal budget, the Canadian government's gas tax fund provides municipalities with a share of collected gas tax revenues -- $4.8 billion to Ontario's communities from 2005 to 2014. The money must be used to help achieve cleaner water or air, or reduce greenhouse gas emissions. For the 2008/09 fiscal year, Halton Region received slightly more than $6 million from the fund. That figure has doubled this fiscal year to more than $12 million and will climb again to $13.5 million next year. Meeting occurred during AMO conference New ! Burton said he is confident McGuinty will take those concerns into consideration. "I raised the issues Oakville residents have told us are important to them regarding the power plant, including air quality and the overall health of our community," said Burton. "It's up to the premier now to incorporate those concerns into any deliberations on the plant's location." The meeting between Burton and McGuinty was arranged by Oakville MPP Kevin Flynn and followed the premier's address to the Association of Municipalities of Ontario, which took place in Ottawa. Ward 6 Councillor Tom Adams was also present at the meeting with the premier. "Residents across Oakville are asking leaders to improve local air quality," said Adams. "In this way the Ontario Power Authority's decision on where this new power plant will be located is important to the whole town." McGuinty stated his opinion on the power plant issue earlier this month during a visit to Clarkson, where he noted that while the protests around the proposed power plant were understandable, what is at stake stretches beyond Oakville and Mississauga. "I've got a different responsibility. My constituency is Ontario, 13 million strong, and my responsibility is to make sure they have an adequate, affordable and reliable supply of electricity," he said. "In an ideal world I wouldn't build a gas-fired plant anywhere in the province, but I don't live in that world. I live in this one and these decisions are always difficult."
