OAKVILLE BEAVER Friday, September 25, 2009 · 8 Regional finance committee to debate developers' fee By Tim Foran METROLAND WEST MEDIA GROUP A controversial charge required by Halton Region from residential developers who wish to build in the newer parts of Milton and north Oakville will be up for discussion again at regional council's administration and finance committee Wednesday afternoon. In the meeting, Regional staff will table a report analyzing a proposal to eliminate or redistribute portions of the charge, which totals $7,888 per single detached house. The Building Industry and Land Development Association (BILD) submitted that proposal to the Region last month. BILD's proposal came in response to council's approval in July of a staff-recommended Financial and Implementation Plan for the 2008/2009 Allocation Program. The plan outlines how the Region will finance necessary roads, water and sewer infrastructure projects to the year 2021. Included in the plan is a requirement for residential developers in Milton and north Oakville to pay an extra $7,888 for every sewer and water pipe allocation they request. When regional council endorsed the framework for the financial plan last fall, staff had envisioned a charge of $12,000 per allocation. However, due to the slowing economy and the deferral of some infrastructure projects, the reduced amount of $7,888 was included in the final financial plan. Halton staff supplied BILD's report to the Beaver but its own analysis won't be available until the committee meeting. According to the Region's financial plan, the $7,888 is made up of three components: · A $2,238 interest-free loan from residential developers in north Oakville and Milton to Halton Region, totalling $20 million, to pay for the acceleration of certain road projects. BILD's proposal suggested that the existing Development Charges (DC) bylaw be amended so that developers across Halton, not just those in Milton and north Oakville, share the costs for these projects. · A $1,061 interest-free loan from residential developers in north Oakville and Milton to Halton Region, totalling $9.5 million, to pay for water and wastewater projects that are needed immediately. BILD's proposal recommended the Region debt finance these projects as the money plus interest will be collected from DCs. Regional staff have said previously there's a risk that, if growth slows down a lot, taxpayers may be faced with a charge to cover the costs of carrying that debt. · A $4,589 non-repayable contribution paid by the developers to Halton Region, totalling $138 million over the next 12 years. The Region's treasurer has confirmed about 40 per cent of the contribution is required due to discretionary exemptions, essentially the waiving of required DCs, given by Halton Region to operations such as farms, places of worship, and conservation authorities when they construct a building. These discretionary exemptions also include a discount on roads DCs currently being given to industrial developers, but which is being phased out. BILD's proposal argued the amount of money the Region estimates it will lose due to these discretionary exemptions may be overestimated. It also argued it's unfair for residential developers to subsidize non-residential developers.
