7 · OAKVILLE BEAVER Thursday, October 1, 2009 BILD proposal deferred to November By Tim Foran METROLAND WEST MEDIA GROUP Gilgan earns highest CA designation Peter Gilgan, president and Chief Executive Officer of Oakville's Mattamy Homes, has been named a Fellow of the Institute by the Institute of Chartered Accountants of Ontario. He was one of of 75 Ontario chartered accountants to receive the designation. The highest designation the Institute confers, Fellowship is awarded for outstanding career achievements as well as outstanding service to the community and the profession. Gilgan has taken the Oakville-based company he founded in 1978 from a one-man operation in Halton Region to Canada's largest home builder, which has built and sold more than 47,000 homes in well over 100 communities. After becoming a CA in 1974 and starting with the firm Hillborn & Ellis, he took lessons learned working on the accounts of small to medium-sized businesses, many in the homebuilding and construction trades, and applied them when he opened his own custom building business. Named Ernst & Young Entrepreneur of the Year for Canada in 2007, Gilgan has been central to many community improvements including the YMCA and Sheridan College as well as skilled trade development through unique partnerships with local high schools and George Brown College. Today, he spends a large portion of his time on community initiatives primarily focused on family and child-centric charities. A proposal by the Building Industry and Land Development Association (BILD) for Halton Region to re-examine an approximately $8,000 charge placed on homebuilders will now be discussed by regional council in November. Council's administration and finance committee had been scheduled to review Halton staff's analysis of BILD's proposal at its meeting today (Wednesday). However, staff will now present its report to the committee Nov. 12, according to a staff memo. Regional staff has agreed to BILD's request for further discussions of its proposal, necessitating the extension of time, the memo explained. BILD's proposal was submitted in mid-August in response to Halton regional council's endorsement in July of an updated financing plan for growth-related infrastructure. The plan requires residential developers who wish to build in high-growth areas of Milton and north Oakville over the next few years to pay an extra $7,888 for every sewer and water pipe allocation they request. Essentially, one allocation can handle the water and sewage for one single-detached house or a couple of apartment units. BILD's proposal suggests alternative financing methods for the infrastructure and also argues aspects of the fee are unfair as residential developers are effectively paying for financial breaks that are given to the non-residential sector.
