OAKVILLE BEAVER Wednesday, October 21, 2009 · 4 Residents support interim bylaw at OMB hearing By David Lea OAKVILLE BEAVER STAFF The Ontario Municipal Board (OMB) should let the Town of Oakville do its job and properly study the power plant issue. That was the message delivered by four speakers and supported by more than 400 resi- dents attending a Thursday evening session of an OMB hearing, which could determine whether a 900-megawatt gas-fired power plant comes to Oakville. So great was the interest in the power plant issue that some of those who packed Town Hall's council chamber to capacity were, once again, asked to leave so the meeting would be in compliance with the building's fire code. TransCanada and Ford of Canada have called the hearing in the hope the OMB will overturn a Town interim control bylaw and Official Plan amendment, which bans the construction or expansion of power plants with a capacity greater than 10-megawatts. The Town has stated that implementing the two measures in March was in response to the changing way the Ontario Power Authority awards contracts to private companies and because the Town's Official Plan was ridiculously out of date with regard to power generation. If the OMB rules in favour of the two companies, TransCanada will build the Oakville Generating Station on the Ford-owned lands at 1500 Royal Windsor Dr. In hopes of preventing this outcome, four speakers were chosen by Town lawyer John Doherty to address the hearing and voice their concerns. Susan Hyatt, who lives about a kilometre away from the proposed power plant site, said the proposed power plant raises serious issues that require serious assessment. She also reminded those present that the bylaw is only in place to give the Town breathing room while it conducts a study to see what areas in Oakville could actually support the proposed power plant. "I would urge you to uphold the bylaw under dispute and let the municipal process work," said Hyatt. "As a taxpayer, I believe the Town of Oakville has the responsibility to take the time it needs to study this situation and its possible impacts on us, the residents. Once the studies are completed, then reasonable plans can be made." Hyatt said she has a huge problem with the proposed power plant site being so close to a residential area, which she noted was only 380 metres away from the closest house. Hyatt said the Town needs time to examine a number of possibilities that might arise from a power plant in such an area. Hyatt asked if the proposed site would be secure from sabotage and acts of terrorism, if there are potential safety risks from storing and transporting great quantities of natural gas within the town, if plans had been developed for how police, fire and ambulance personnel would respond to an emergency at the plant and if there was any kind of evacuation plan in place for the community if something were to go wrong there.
