The bill would prohibit the TransCanada plant's construction as the project, as currently proposed, would be located less than 400 metres away from the nearest residential area. "I can't imagine any member standing up and arguing in favour of locating these plants closer (than 1,500 metres)," said Flynn. "I can see someone arguing that perhaps the process needs to be improved, or that the process to date has not gone well, I understand that. I think the Ontario Power Authority has got a lot to learn, but I can't imagine anybody who, based on what we know, would say these plants need to be located any closer to homes, day care centres than the 1,500 metres."
