At its current location, there is nothing that can be done to the proposed TransCanada plant to bring the risks resulting from an explosion down to acceptable levels. Human error, failure to follow procedure, faulty equipment, inadequate training, sabotage, terrorism -- these things cannot be wished or legislated away. Ignoring the risks and calling the proposed location "safe" is wrong and irresponsible. If we need to build new power plants, the only responsible way to reduce these risks is to build them on sites where the major effects of a catastrophic accident are contained on the site itself. This would be impossible in Oakville's case. The simple criterion of being able to contain catastrophic risks on site (or perhaps in an uninhabited buffer zone) should be part of the Ontario Power Authority's site selection process. It isn't. It's time to accept that a mistake has been made, that the site selection process needs fixing, and go back to the drawing board.
