Speed cushions are raised mats, which are bolted to the road in a pattern that forces vehicles to slow down as they pass over them. Their installation, which will go before council for final approval on Monday, is expected to take place before June with the cushions remaining in place until the fall when they must be removed to allow snowplows to operate during the winter. The pilot project will focus on Postmaster Road between Upper Middle Road and Westoak Trails Boulevard; and Eighth Line between Glenbrook Avenue and North Ridge Trail. The study is being conducted in response to residents' concerns about speeding in these areas and will monitor the effect the cushions have on speed and traffic volume during 2010. Comments about the cushions will also be accepted from members of the public during this period with Town staff reporting all data to council in 2011. Not everyone is happy about the prospect of the cushions being added. Some residents fear the cushions will cause a large amount of traffic to leave these main roads and detour onto more residential streets. This concern has also been voiced by Town engineering staff, who also believe these types of physical traffic calming devices are not appropriate for higher order roads such as Eighth Line, as the road is intended to carry relatively high volumes of traffic. Speed cushions, engineering staff said, will impede the carrying capacity of the road. Town staff did discuss the cushions with some of the key stakeholders, including the Oakville Fire Department, Halton Emergency Medical Services, Oakville Roads and Works, Oakville Transit and the Halton Regional Police Service. None expressed major concerns about the proposed cushion design. The layout of the cushions will provide space at the centre of the roadway for emergency vehicles to travel between.
