The two towers would be built at the northeast corner of the Speers Road and Kerr Street intersection by the developer Empire Communities. In 2007, the developer originally submitted a plan to build three towers of 15, 18 and 21 storeys and 536 residential units. The town failed to make a decision and in 2008 the developer filed an appeal to the Ontario Municipal Board (OMB). Later that year, the town and the applicant reached a settlement to allow two towers of 10 and 14 storeys and 320 units. The settlement also allowed the developer to submit a revised application to the OMB through a continuation of the hearing to increase the maximum heights in the towers. The developer is requesting the two towers have 21 and 19 storeys with 533 residential units and 420 square metres of residential space. Chris Kowalchuk, president of the West River Residents Association, spoke to council at a planning and development meeting on Monday, June 21 urging council to oppose the proposal. "We're not opposed to development. We firmly support the Town's position that it's too many units on the site and will impact our adjacent neighbourhood," he said. He said the sewers and roadways do not support the number of units proposed for the site. Another resident in the area, Ken Thompson, spoke about the already heavy traffic in the area. "The situation now for residents on the south side of Speers Road to make a left hand turn at any time of day is (difficult). During the morning peak and the evening peak this is impossible," he said. "The residents leaving the building (20 Speers Rd.) During those hours take it upon themselves to turn right. Then they make an illegal U-turn and go where they have to go," Thompson added. "If the traffic volumes are such that this is not possible they go up to the entrance to the GO Station and make a left hand turn at that intersection." He said his primary concern against the increase in unit numbers at the two towers is the road safety in the area. There are also Heritage buildings on the site, which will not be removed.
