Staff Sergeant Don Cousens, a 33-year veteran of the Halton Regional Police Service, was among 229 Halton police officers deployed to provide security in Toronto over the course of the week of the G20. During this period Halton police were stationed along a section of Wellington Street West, from Windsor Street to Bay Street, an area that made up part of what was known as Staff Sgt. Don Cousens the interdiction zone (IZ). This zone was a fenced area that surrounded another fenced area known as the controlled-access zone. The controlled-access zone contained the Toronto Convention Centre where the G20 leaders would eventually meet. The RCMP and the Ministry of Defence controlled this area while Toronto police, aided by Halton police and other police services, controlled the interdiction zone beyond that. "We were essentially in a fenced compound, which had various access points to various streets," said Cousens. "Those access points were open from Monday to Friday for folks coming and going and doing their business, but then for Friday evening and Saturday and Sunday it was controlled access. It was pretty much closed for everybody. Our job was to make sure nobody got in or tried to scale the fence or tried to do damage to the businesses that were in the IZ."
