Halton's award is for Ontario police services with more than 500 uniformed officers. Halton Police Chief Gary Crowell made traffic safety one of his priorities when he became chief in 2006. In 2007, Halton restructured traffic enforcement from a centralized model to a community-based approach. Through its District Response Units, the service implemented a three-pronged approach of education, engineering and enforcement to better educate motorists about their role in improving road safety. The changes were made in partnership with Halton Region and local community groups such as Mothers Against Drunk Driving (M.A.D.D.). Initiatives such as R.I.D.E. 101, the Safe Roads...Your Call campaign, Road Watch and the Speed Radar Message Board have local students, volunteers and members of the public working in partnership with police to reduce fatal and serious motor collisions through driver education. Halton police also work with municipal and regional transportation departments to identify high-risk intersections and roads, so that engineers can incorporate safety measures in their road designs. The number of fatal collisions in Halton plummeted by 40 per cent in 2009 from 15 in 2008 to nine last year. In addition, injury accidents decreased by 8.5 per cent and property damage collisions went down 12.5 per cent. In 2009, there was a 3.6 per cent increase in the number of impaired drivers arrested on local roads. Since 2006, there has been a 36.9 per cent increase in traffic enforcement activity, with 40,976 traffic offence notices issued in Halton last year.
