In October of 2009 Halton Region called on local municipal councils and conserva- tion authorities in Halton to consider the feasibility of implementing a ban on smok- ing at all publicly owned property including parks and conservation areas. In a report provided to the committee, the Towns Commissioner of Community Services Domenic Lunardo pointed out that the Town currently only has a bylaw in place that restricts smoking in parks next to high school sites. No other smoking restrictions for parks, public open spaces or outside town proper- ties exist with the exception of the Region of Haltons bylaw, which stipulates a 9-metre smoking ban for entrances of municipally owned or leased buildings. Lunardo said banning smoking on all public property in Oakville would not be feasible as the affected area would be so large the ban could not be enforced. Oakvilles public area includes 1,420 hectares of parkland, 150 kilometres worth of trails, 230 parks, playgrounds and sports fields and 700 kilometres of public road allowance. While monitoring all this property was not seen as feasible by the Town, staff did endorse an option where the smoking ban is expanded to parks, playgrounds, sports fields, special events or splash pads. In the report, Lunardo said, this option was suggested because it targets specific areas where second-hand smoke is exposed to children and/or large gatherings and therefore should be the first priority in expanding any smoking restrictions on pub- lic property. It was also stated in the report that the Town does not have the resources to enforce the current smoking ban. Enforcement for any expansion of the smoking ban should be the continued responsibility of the Halton Region. In addition to endorsing a limited smok- ing ban expansion on public property, the committee also voted to forward its decision to the Halton Region for its consideration.
