In February 2009, Mr. Thomson and 11 other members of the Order of Canada set out to discover what other recipients of the Order felt on the question of nuclear disarmament. They selected a single sen- tence expressing their concern and asked a number of recipients for their response, said Russell. The sentence was, We call on all mem- ber States of the United Nations, including Canada, to endorse, and begin negotiations for, a Nuclear Weapons Convention as pro- posed by the UN Secretary-General in his five point plan for nuclear disarmament. Dr. Barbara Birkett is a retired derma- tologist who heads up the local chapter of Physicians for Global Survival, which is leading the local campaign together with OCCPEHR. An international Nuclear Weapons Convention is needed in order to eliminate them similar to other international treaties banning entire categories of weapons such as the Chemical Weapons Convention, the Biological Weapons Convention and the Canadian-inspired Land Mines Treaty, said Birkett. ICAN focuses on the roots of the nuclear weapons problem, which is the continued possession of nuclear weapons by a small minority of countries, which risk their use by design, accident, miscalculation or by terrorists, and whose weapons are an incentive to others to also become nuclear armed, said Birkett.
