Councils Sir I note that Halton County Municipal Representatives are going to take steps to control unions I would like to point out to these gentlemen that the book which I have mailed them called Facts and Figures which is a book of precisely that and which is fully substantiated proves that unions are not primary cause of Inflationary trends which we are experiencing throughout the county at the moment It would have been far better If they had first made sure of their facts before attempting to lay the blame at the door of any particular body and Instead wielded their municipal power at the main body namely the Federal Government for serious financial and economic policies were started when that body gave the seaway workers a per cent raise The natural human reaction to this was quite reasonable and sane If they can get it so can we Let the facts the present government t know its economics t any policies of controlling financial circles the latest of this is the recent raise to cents per cheque How long must this go on body of municipal representatives should first set their own house in order If they don ask the taxpayer for a raise In pay they just vote themselves one There are many instances of glaring waste of time money men and material right here within their own county and no one cares other than to more or less condemn a particular body which by its efforts depends on this salary for his bread and butter They are in most cases selfemployed and businessmen Meetings are during work hours so as to eliminate any possibility of a professional or citizen long time opponent an error I trust you will confirm perhaps as an editor foot note I welcome the coverage you have given this issue In addition to my sub mission to the council there are a few other points I feel should be noted as follows 1 Contaminated wells pose a serious health hazard that we should deal with as as possible The solution proposed by the Ontario Water Resources Commission as early as has because of its high cost and its side effects actually delayed action to deal with point 1 till this very day For obvious reasons residents have been loath to spend any money on their wells and septic systems when and If found wanting further aggravating and adding to the health hazard The board of trustees presumably acting on the belief that either the proposal was basically a good one or if it had shortcomings these by best dealt with by someone else In this case the Ontario Municipal Board asked the township council to pass by laws approving the construction projects and council complied It is my guess that a board of trustees of a police village has limited powers and must depend on the municipal council of the township they are situated In to pass such by laws for good reasons These would be limitations of assessment and physical and human resources In other words the possibility that we would commit too small a number of people to too great a tax burden was considered real Our early law makers therefore wisely envisaged municipal councils as more responsible but I wonder if we have Just witnessed how this safety device failed The council is the body passing and signing the bylaws According to the municipal act they may pass by laws upon the request of trustees but they are not bound to do so and in keeping with the section regarding duties etc their responsiblity seems clear regardless of past practice These by laws are subject to approval by the Ontario Municipal Board and If after duly advertising the proposals any objections are received the 0 may call a In taking this course are not both the board of trustees and the township council justifying the very existence of the O M B a body formed in the early thirties to prevent municipalities from going bankrupt due to incompetence In taking tins course are not the same bodies confusing the ability to judge the cost of this project with the authority to approve The same bodies experience no difficulty setting and submitting their budgets and other money matters for OMB approval Why then should Reeve Warren Parkinson say It is to the to judge the cost of this project how do know the cost is prohibitive etc etc Is he admitting the council incompetence The council must have been well aware what the feeling of many Rockwood residents on this subject Is and I object strongly to the stand they have taken If we are not willing to judce our own needs and our ability to we are yu our provincial reason for strong central or regional government In spite of the
