should be a regional function The responsibility for determining the best use of all the land within the region must rest with the same authority which is responsible for the supply of basic services g water sewer and hydro The establishment of broad development policies the area to be developed for industrial commercial residential and recreational purposes to best serve ail of the inhabitants of installation of water services and the billing of customers should be a function of the region This same statement applies to all matters relating to sanitary sewers also The region should try to establish uniform water rates within the entire region so that users regardless of location would be charged the same rates says Hydro regional TECO disagrees with a report by various hydro representatives in the county who suggest hydro should remain a local responsibility The only point from the hydro report which met with TECO approval was the proposed acquisition of rural assets held by Ontario Hydro and the proposed method of financing Garbage disposal and drainage would remain local responsibilities however it is considered that major creek enclosures and flood control works should be a function of the region according to TECO Libraries should remain as local responsibility but be reviewed within five years with a view to possibly transferring them to the region Museums
