appealed to the cabinet In July but so far It has not been dealt with although there have been rumors that much Infighting Is taking place between the Attorney Generals office and the Department of the Environment over the Installations Ratepayers Association claims that people In the village who are property owners have declared against water and sowers This Is claimed to represent households or business connections But Don Hilts chairman of the Village Trustees says that two petitions taken up In the village show how confused the people are The first petition opposed the water sewer installations The second supported the 0 B decision to have them installed It shows the confusion when half the people In Rockwood both petitions Hilts claimed In an Interview with the Free Press There were people on the first petition from places as for away as Guelph the chairman alleged and many from nearby communities of Eden Mills and Ratepayers Association expects that now the figures they submitted have been received by the Attorney Generals office that a hearing will be granted later month between the appellant the village and some members of the provincial cabinet According to the Ratepayers spokesman the cabinets decision will be binding upon all parties In spite of the 0 M decision Time is fleeting the trustees allow and In consideration of this they also passed a motion and despatched It to the Department suggesting they were also no longer In aver of the proposed water and sewers If he cost exceeds by more than 10 per cent the estimates outlined at the hearing They soon had a reply from the Department naming March as the date for calling tenders and June for getting the project started This has been going on since declared Don Hilts and I feel it Is lime we got on the Job The village chairman said that other police villages In Ontario with populations of less than arc being more or less told to install water and sewers after a survey is taken on polluted wells And Rockwood has more than share of them Hills said Perhaps some taxpayers dont realize that the more the projects are delayed the more it is going to cost If we had acted promptly and got the those who claim that If the village waits the well educated professors at the university will come up with some alternative solution Well Hilts asks Where are these alternatives every one is talking about Why are the ratepayers association so vehemently opposed to the installation of water and sewers then this reporter asked The chairman admitted he was mystified especially since he personally knew of many health hazards hi the village which made a solution Imperative And now the spectre of elections looms up What if the residents decide the present board of trustees should not return Hilts threw up his hands I don intend to run again he said hinting he was sick of all the criticism he has received and the abuse suffered because he believed the village really requires these projects However he modified his statement later admitting he was still undecided about whether to run for reelection It all depends he admitted Village trustees must answer to the township council for many areas of power and a copy of the motion which opposed water and sewers was despatched to Eramosa Council for Monday November meeting We have no jurisdiction any more commented Councillor Dick Strong agree said the reeve It Is not relevant The hot potato motion was declared ambiguous Council look no action either to endorse or oppose it It was another tangle in the ball of yam that will neither unravel or be shaped into anything concrete on the Rockwood sewers and water projects The ratepayers association claims the projects are too costly and will force long time residents out of the village The trustees assert if there ire many more delays in the installation of water and sewers it will be too costly for residents They want to get on with the job centres some larger schools
