municipal elections Is a symptom of a disease which you have not attempted to cure In your proposal Mr Mulkewich says the present system of representation was designed for a rural community where the between the regional and local level but we must note that all you have done Is to reorganize an existing county government Further you have made very little change In the methods of financing local decision making process They can be summarized as follows The Halton Region should be divided Into Wards with a population of approximately 10 people In the urban areas south of Number 5 Highway and approximately people in north of the Number highway Each Ward would elect by direct election one Regional Councillor to act as the representative on the Regional council The salary for this position should be large enough to enable the Representative to be a full time representative Each sentative would be supplied an office with secretarial and research assistance in a central place in the Ward 3 The Responsibilities of tho Regional Council would be much as they are presently enumerated In your proposals There Is an obvious need tor regional planning and controls However your proposal of local municipal councils should be replaced by a scheme of community councils within each Ward Each Ward would elect one or more community councils depending on geography and other critical factors The Regional Councillor for the Ward would be the chairman for these Councils The basis for representation on the community council would be 1 representative for each 1 population In tho urban areas south of Number Highway and 1 representative for each population In the areas north of Number Highway These community council would he given decision making powers and direct responsibilities for matters of community concern at the local level such as parks recreation and education Matters which come before the Regional Council would have to be aired first by the Community Councils These Councils would then become a real forum for public opinion would assist the Regional Councillor and would Involve the community In the decision making process before the decision was made The first Regional Chairman should be elected rather than appointed It la an insult to the people to suggest that someone in Queen Park should appoint their first Chairman Let the people speak This reformed
