June 1 and November and the entire onsite labor costs during the other six months Municipalities will be required to use as much Canadianmade material as possible Overtime will not be subsidized except in emergencies Application forms which contain details on the financing arrangement will be sent to municipalities The Treasurer said all communities will have an equal opportunity to qualify
