Parker Mr Parker gave the club a lour of a portion of his farm and classified differed fields as to their suitability for farming on that night members sat in Parkers bam and Mr Parker led a discussion on what they had seen Tom Parker called the meeting to order and the pledge was recited by the club members and leaders Secretary Cathy read the minutes of the last meeting and they were adopted as read The roll call was taken and five members were absent Leah Leslie told about her week spent at leadership week at the University of Bob and Nino Bra da talked about crop production Mrs Parker served lunch After two years as president of the Districts of the Ontario Secondary School Teachers Federation the Free Press believes Georgetown teacher Tom Ramatarsingh would have some useful opinions about education In the county so an Interview was arranged Opinions expressed In the interview are Mr and do not necessarily reflect the editorial views of this- newspaper It is generally supposed that when Tom finished his two year term as president of Halton district and of the militant Ontario Secondary School Teachers Federation that the county board of educa tion breathed a collective sigh of relief A social science teacher at Georgetown high school Ramatarsingh has had plenty to say about education in the county some of which members of the board some times found less than complimentary He took the duties ot president of the Halton Chapter of the OSSTF seriously championing causes that might get lip service in other jurisdictions but were the serious meat of discussions between board and profession in Halton used by the Americans as an example of excellence that in the 60s many programs rejected in US have been adopted In this province There Is a dry rot setting Into the secondary school system he insists which must be acted upon Part of the solution Tom says is for teachers and parents to have more say In the educational system lo do the things which arc germane to the growth and educational benefit both stu dents and community He sees Ihe process of involve ment as being of the utmost importance but deplores the token and patronizing attitude sometimes apparent in the discuss ions They are often window dress ing for the express purpose of giving the Impression one has had a say in a decision he slates Still he feels the progress on program counsels between the board and teachers has been in tremendous If parents were tension work from Waterloo to lhc committee It would TOM received the highest award a and Toronto of course there dimension he working teacher can get from the OSSTF when he also studies to maintain a Meats retired after two years as president of the Halton faith 55 Award of Meritas well as the Past ltncc against time I tried to pace myself at first he says looking back but things are happening in which required changes of plans and decisions It was a constant race against time Continuous writing of briefs took much time The board churned out decisions on educa tional matters 167 recom mendations teachers had to deal with in one instance hours home became fewer and fewer Sometimes there were two and three meetings in one day at different locations It was not uncommon lo arrive at his Georgetown home at 1 or 30 In the morning I give credit to my wife for taking over the duties at homo says Tom because I was sel dom there He carried a full teaching load In addition to his 0S work and somehow found time to com plete his In history gradu ating from Waterloo Lutheran University after three years of high standard of competence at teaching Much pressure The pressure study hours of meetings exacted their toll he had a long bout with illness but fought fatigue with the conviction that he was doing something to improve education in the county He got into hot water with the been good and amicable board but said the one principle thanks to the attitude of both trustees and teachers heaviest sustained him As president I am in this position lo work in the Interest of the There arc storm clouds on the horizon however where between the board and the teachers has had much to do with the success of staffboard meet ings the exchange of teachers between elementary and second ary schools and the last two sal ary settlements The salary agreements he credits as having Presidents Award replaced teachers at a much lower scale of pay He says they are being exploited at the teachers expense and predicts they will Join the Canadian Union of Public Employees to gain rights H Coles Photo Ratio which has been a sore point for several years says the past presidents of the O has one of the highest ratios in ihe provincel85i The figures mean that over 1000 classes have 36 or more He Is also concerned about the students In each class The policy effects of HSI and its effect on is causing to lose good students claiming It leaves the experienced teachers a flight fr in which should be reversed with a teachers in the county The stu dents and teachers rate first- others come after His first disagreement with the Board occurred when trustees decided they would insist on teachers returning to he class rooms before the summer vaca tion was over Tom thought this was a needless infringement on the rights of the profession He didnt like the Board wield ing a big They didnt have to tell the teachers to return early he declares Most of them do so on a voluntary basis but compelling them to do so wasnt going to work The Federation won that one Then the Board decided to pass student free to take anything he or she wants and few know at the high school level He contends it should be mandatory that stu dents take the core subjects English French History Ma the ma tics Science as far as Grade teachers and trustees have not found common ground One is the negotiation of working condi tions Teachers are one of the few groups in society says Tom who cannot negotiate working condi tions Another is the creation of the chairmanship system despite the votes of per cent of the teachers who wanted to retain present department heads The latter are specialists he says but chairman do not have to be specialists In many of the areas for which they would be respon sible Ramatarsingh claims the chairmen would be a no Ihe r step in the creation of a hierarchy a regulation that teachers should moving teachers away from the not run for office as trustees classrooms The teachers put on the gaunt- Are parents also aware he lets The votersnot the that paraprrfessonals are Boarddecide on who should teaching in constitute the Board of Educa- Paraprofessionals are not lion they renlled trained as teachers and were The Board changed Its mind originally proposed to take some their basic rights in a bilingual mindful perhaps they were of tne load oft the teachers and country matters over which they had no allow them more time with Last but not hm The climate between board and federation was strained but relations Improved with respect No radical It would be wrong at this junc ture to picture Tom as a prime example of the Teacher Power which the general public finds so reprehen sible He is a traditionalist in many of his ideas standing behind those educators who advocate a return to the three Rs He cites a Peterborough high school principal who says that well meaning zealots who insist the three Rs are repressive has fed to a deterioration of skills as students leave high schools The ability of high school graduates to communicate orally or through Ihe written word cannot be guaranteed as in the past he says He notes that despite the fact the Ontario school system is often turned down introduction of a French kindergarten program and abolition of enrichment programs for certain area schools He thinks parents who requested the French program and were turned down should take their case right to the Min ister of Education and then ask the federal government to inter vene if necessary The board has turned down dents Now says Tom they have controversial PupilTeacher higher Ramatarsingh admits that his policies over the two year term have not expressed the views of all Halton secondary school teachers but he points to the retultsofelectionwherehehand- Many students are Wing to defeated opponents as proof take the easy way out select a they the approval of majority unless there are some suffer regulations And it is hard to argue with the Wants French program Award of Merit which was He says he is also sympathetic l0 to two programs which the board Ontario Secondary School Teachers Federation on the recommendation of Dis trict It is the highest award which any teacher can receive from the OSSTF while he of she still teaching It is also worthy of note that Tom is the last president who must a eery a full teaching load in addition to his duties The district elected Keith Wallace of T A school as ihe new president and the board has agreed he can act half time as president and half lime as a teacher Nine Halton to leader conference A car fire on Wednesday July 4 caused damage to a car motor When Wesley Jones Ave
