Town library board patch up differences Differences between Hal Ion Kills Library Board and town council were patched up Monday night two meetings between library board chairman Ben Boyle treasurer Peter New and members of the finance committee and town staff The first meeting between the library board representatives town clerk Doug Prilchard and town treasurer Harry Henderson was unplanned resulting from a wait for members of the finance committee in volved in a special council meeting at town offices on Road The official meeting found many matters had already been resolved Treasurer Harry Hen agreed the board would have a financial statement each month so It could keep tabs on business He said It was the practice not to Issue financial statements after the budget was set and this probably accounted for the omission up to this point He also felt the petty cash account in the Acton library was too low and should be replenished so employees did not have to dip into their pockets for ex penses Mr Henderson defended the method to keep track of library financing noting the town services were there and available to the library board Wc consider our selves a service agency for the board he said Councillors agreed the library board should have full autonomy on many of the con- plaints they registered with council It Is up to you to spend the budget and look after maintenance Councillor Harry Levy told the board reprcscnlativea He felt most of the problcmh originated with misunderstanding and wrong communication Councillor fcrnlc Sykes thought it also was partly due to the transition to regional government Board treasurer Peter New said much of the confusion resulted when hey had to answer to three Peterson and Patterson and they were in no position to know whether which set up regional government caused the problems Mr Boyle said they ap proached council to clear the matters up because the board had been able to do nothing under system as It was operating and hi felt much had been cleared up now There was still some certainty as who was responsible for the addition In Georgetown library Councillor Levy said that since was Involved thi lown must have a say but when It gets down to the actual building it was up to the library board And they would work In coordination with the treasurer Clerk Doug said Bill had made no dlf in Ihc of library boards and It was within their power to open tinders and award the con It was up to council to request Int region to issue debentures The committee asked Mr Boyle Mr New to appear at mmittee of the wnolc meeting next week to ham out this facet of the differences 11 wis pointed out after the two man delegation left that the library board had ap proached Georgetown council In 1172 asked for help with the addition project and since then the town and board responsibilities had merged In a letter to council last week the board said they were operating In limbo complained of direction from various town departments which interfered with the hoard autonomy no financial statement lack of petty cash in the Acton library and problems with whom was supposed to deal with the architect on the Georgetown
