at a board meeting Thursday the executive committee report indicated a highly qualified music educator had been hired to coordinate music programs in all schools That with the recom mcndatlon of the committee The executive committee also Indicated serious con sideration to the purchase of ukeleles and 10 recorders for the Junior Division should be given at budget time Frowned on The concept of parent volunteers In music programs won the committee support but the idea of soliciting funds from service clubs to help support music programs was frowned upon The committee felt programs If supported should be supported out of the public coffers The committee agreed to supplement the baste classroom program through small group lessons In piano recorder violin and guitar where this is possible and at the discretion of the prin cipal The committee disagreed with the suggestion that music scholarship should be set up In tils report Superintendent of Program John noted It would be difficult to generate enough funds to cover the demands that might develop Funds are available through some outside groups he noted The Acton Free Press Wednesday Sept 18 1974 Three Fair boards chairman and be paid extra for the added responsibility The committee decided that it would be good for all members to take a turn The deputy will fill in for Chairman Allan Masson when he Is away 111 or unable to make social functions or attend to the business at hand Regional Council should not look to the planning depart for budget cuts Planning Director Ed Cummlng told the regions planning committee In hia defence of his department to date told the com his department was plagued with poor morale The poor morale was brought about by Burlington Mayor George Harringtons efforts to scran plans for a regional plan in favor of a con of existing area plans Cummlng argued the plan would provide the basis for future decisions the region would have to make nie regions policies must be strongly asserted It must not abdicate in favor of the province Important decisions which is entitled to make and these decisions must be supported by the best study and reasoning that with careful use of limited resources can be afforded Cant afford not He sympathized with the council position in trying to taxpayers but argued he official plan was something the region couldn t afford to do without Harringtons motion noted that because the province had not seen fit to make funds available for a new regional official plan the plan should be forgotten ana steps be taken to use regulations in the existing plans and put those regulations under one cover The committee has looked for ways to finance the plan without dipping into the reserve fund The the province provided In start up lunds t even enough to cover the start up costs required by the police department The plan is apt to cost over three years Planning Chairman Harry Barrett said that If a choice had to be made the funds would have to go to the police department He rationalized that the region could con get by without planning but not without police Barrett who Is a police commissioner as well Planners a Reserve land use soon and permanently In a brief pre sented to Region Councils Planning Commit tee the Federation of Agricul tures Land Use Committee outlined incentives that would help keep fanners on the land In a productive capacity The most important of the suggestions outlined was the immediate and permanent designation of blocks of agricultural lend The brief Indicated curtail of land severances in areas zoned agriculture reasonable taxes and rental agreements were among those things the far saw as a must The brief if adopted would provide tax concessions for farmers In the way of a defer ral Land speculation has in creased the value of farm land in Halton and subse quently subjected the pro perty to higher taxes making farming almost prohibitive for many should be assessed on lis as a farm At the same time each year the record land if It were to be developed and if it were at one point in time developed the owner would have to pay back taxes tax for farms altogether and imposing a heavier rate of in come tax leaving those who can afford to pay with a heav ier but more equitable load The government should be their farm at the time of retirement and lease the land on a long term arrangement lo young farmer The type of lease back arrangement is working well In Saskatchewan according to the brief Buy land Many will say that the government cannot find to purchase land for agriculture Money by the millions is available for Ing recreation waterfront reclamation We cannot be lieve that money cannot be made available for such a basic essential as our prime agricultural land says the Federation The federal and provincial governments should be con cerned with long range trade and tariff policies and deve loping a reliable supply of farm Inputs such as fertilizer and machinery at reasonable prices However both Henry Stan ley Land Use Secretary and Chairman Harold Middle brook Insisted the other in would not be worth while unless the permanent designation is placed on the land Worthwhile Only then can Ihe farmer be sure his investment in a new barn a new silo or new drain age will be worthwhile Only then can he be assured that the land will be in agriculture for another or 15 years the brief indicates The planning committee endorsed the brief and agreed steps should be taken to pro tect an active agriculture in in the region Regional planners have discussed In policies and have agreed some areas must be designated permanent agriculture has favored dipping Into reserve funds to sponsor the development of an official plan May be dismissed The matter was presented at council several weeks ago and referred to planning department but has not been discussed In council since If council refuses to use reserve fund3 and can not find other for the plan all but a handful of the planners stand to be dismissed Chain suggested he committee In not coming out strongly in support of the staff had thrown the staff to the wolves I would like to have more support
