Tennis in Acton how will it be organized How tennis will be organ lied In Acton he current concern of the local association President George Elliott made his com ments on ad vantages and disadvantages systems of here Two years ago a small group of inter people got together worked hard and secured necessary approvals and funds for tennis courts In Acton The courts beside the Community Center in the park were available for limited play last fall and light ing is expected this spring Tennis will return to Acton after a break of ten years Having attained the courts the group responsible would like to sec effective and fair use of them for recreational tennis In their opinion an organization to supervise use would bo best but Is not only option Other operational possibilities can be con There are two ways of operating public tennis courts Leave them completely open for play whenever anyone wants to use them or have a community Tennis Assoc which organizes the operation to satis fy three groups of users These arc learners recreational players and competition players Advantages are the advantages and ages of each system At first glance the open system appears most democratic and fair It has problems and bo is not found In many communities For example Guelph had an open system for a few years but has now gone completely to a Community Flayers Association operation What are the problems then Imagine the arena on an open system for hockey or skating whenever anyone felt like it Chaos would result The same thing happens on open tennis courts especially If there arent enough for the number of potential players An open system Invariably ends up with small groups or people monopolizing the courts most of the time Others go to play and often dont get a chance Rules about time limits dont work because no one in forces them although the person who is waiting may try This is why most mm have abandoned the system Also In an open system players often know only those they regularly play with there la no instruction for learners who quickly give up and there Is no outlet for fairly skilled players who want to test them selves In competition I ants get The Tennis Association operation has some disadvantages There Is a small fee but it covers costs of upkeep and lighting go and play whenever you feel like It but you dont have to wait hours for a game if you do go There will be rules and someone to enforce them Ifthereisarescr vation system you play when your time comes up with no standing around waiting at all A Community Association gets all people together who are interested in tennis They organize people who can play teach those who cant people who Just want a game get to know many others with the same interest so partners arc never lacking people who like competition can arrange it within their own group and with neighbouring In this system probably no one gets oil the playing time he wants but everyone gets some time and It Is distributed It must be decided which method will be used to operate the courts in Acton Hills Recreation Commission supports he Community Tennis Association Idea but Is prepared to leave court operation completely open If that Is what the commu nity wants Those who have any interest In tennis at all must decide by a democratic vote A meeting is called for Monday April at In the High School to decide this all important question All concerned should be there to register an opinion or forever hold their peace Wicked Willie Garbage fighter gives up battle Bill Johnson the one-man- army who has battled pollution garhogc sites and any other move he feels threatens the environment quitting GUARD Group United Against Rural Dumping and the Ontario Garbage Coalition He now plans to con central his battle on Ma Bell In the campaign This battle Is an attempt to have the exchange toll free area enlarged At present residents can only call within their own rural area without paying long distance charges As president of the Nassa Ratepayers Association he will continue to focus his energies on any matters threatening that Mr Johnson or Wicked Willie as he has been tagged aid he has spent a great Seal of time and money and it Is now getting beyond his means He said has prepared many briefs since he founded GUARD In and has spoken to groups all over Ontario as paid worker he found he could not take time off work and could not afford the mileage travelling to and from the many speaking engagements all of which were unpaid JOHNSON He said he felt he has been both constructive and critical of present methods of turn dling solid waste and would leave the furtherance of his efforts to others Bill Johnson said his biggest had been to set up regional organization in Halton which would be model for all other regions in their fight against rural dumping and present methods of solid waste disposal Unfortunately this goal was not realized There is an organization but It is not under the auspices of Gar Coalition There are some greenhorns in there who know Utile about garbage who will be by so called experts He emphasized his own area had never been threatened with garbage so he had no axe to grind He claimed some of the organizations within are only concerned with their own backyard They have made no effort to recycle and they seem to be parochial Mr Johnson said he was also disappointed in provincial plans and states there will be no change In garbage policies until there Is a change at Queens Park He Insisted any threat or garbage dumping In Nassagaweya or around Indusmln will bring him Ottawa Report By Dr Frank Phllbrook MP to The Free Press Wed April 19 Planners look to future consider restrictions In my frequent travels around the riding I am maintaining a vigorous personal dialogue with the Issues of the day One issue that Is coming through loud and clear is a general concern that our country remain stable and function properly This concern cuts across all sectors of society from housewife to corporate executive and whatever the background and loyalties of the individual People Important services such as all of transportation and communications to continue reliably predictably and without Interruptions They want their fellow to act responsibly towards this end They understand that our present labour management relations are based on Canadian laws which permit collective bar gaining and necessary the right to strike as last resort However they feel that Canada has had too strikes and too much lost lime recently and that a tough line must be taken towards illegal action The situation seems to becoming even more complicated and confusing Some times Important services are interrupted without a strike legal Illegal For example some postal workers recently were unable to work because they decided not lo cross the picket lines of civil service workers on a legal strike Airlines had to cancel flights because of a combination of winter weather and an absence of personnel to remove the snow from runways myself was caught in this dilemma one Friday night on my way home to the riding My flight wai cancelled at p and I arrived home the next day at in the morning by train after standing and sitting up nil night with of other people This also meant time lost from my work as an MP hut a consolation it gave me a valuable first hand view or the general public experience I did not fail to register my complaints with Minister of Transport Air Canada and Canadian National Railways To make matters worse groups In often seem to exploit the situation deliberately these doya by staging in terruptions of services at the worst possible lime for example during bad weather and at peak periods of travel Such action presumably Is designed to Increase public pressure for quicker and more favourable settlements These actions result not only in Inconvenience to the but in hard ships to business to our economy in general The Canadian people remain fair and and do not seem lo be interested in singling out any particular group respon Bible for these difficult conditions They are committed to protect the Interests of all Involved However do seem to up their minds that they consider essential services to extend beyond those related to immediate safety security such policemen firemen and medical doctors They now consider essential vices to embrace economic and other areas areas which keep this country moving and competitive They are now looking for alternatives to traditional approaches such as striken and layoffs The Increasing general concern for respect for law and order responsibility to each other and the reputation of our nution extends lo other areas such as crime and violence regional differences and the working relations between various levels of government and between various powerful sectors of our society This Is he message I have been getting from my constituents The problems we face along with the opportunities for the future will require strong responsible leadership from all of these groups government business labour and the consumers and cooperation bet ween them all The work is now in progress and I believe that our people mean business including the federal government and Its ministers such as the Postmaster General Maekasey and the President of the Treasury Board Jean Chretien Many of my fellow MPs tell me they share these concerns Dorothy Stone recognized by Heraldry in Canada The March issue of Heraldry in the Heraldry Society of Canadas official publication has an article on Miss Dorothy Stone of Hills who recently designed armorial bearings for Hills and Milton The article says Successful heraldic artist Miss Dorothy Stone of Georgetown R Ontario Is to be congratulated on her recent successes in correctly designing armorial bearings for several Ontario Although a relative newcomer to the art and science of heraldry Miss Stone has studied the subject intensely over the past few months A talented artist to start with she has applied her basic skill to designing Arms which designs the municipalities concerned will now forward to the proper Heraldic Authorities with a petition for approval of these proposed arms and for a lawful grant Miss Stone is a Life Member of the Heraldry Society Her first design was for Hills which has been sent to the Court back Into the fray All who know him are sure Battling Wicked Willie will return to the barricades at the first whiff of gun powder or In this case garbage of the Lord Lyon with the appropriate petition She has also designed arms for the Town of Milton Ontario and for the Halton Regional Council also In Ontario Miss Stone told this paper that while surprised and gratified to read their kind comments she was concerned they might be slightly pre mature since at the time only the design Hills had been fully approved and accepted This week however the news reached her that the petitions for the Region and Milton had also been granted that both her designs had been given full approval and that the Lord Lyon King of Arms is very pleased with the Milton design Asked to describe her feelings she said Being tested is a part of life and this has been a very stiff test and waiting for the Results as any one knows is a strain To have passed the test is a good feeling a mixture of relief and satisfaction that a senior citizen can still make a contribution and above all I am grateful for the help and encouragement given to me when the going was a bit rough Now nil we have to do Is lo wait for the Illuminated Letters Patent lo arrive It may be necessary at some future date for Region to require that pros homebuyers obtain a permit from the polity And to obtain a permit to buy within the region the applicant would have to prove he has a Job in A little Utopian but a suggestion that was mentioned last week during a general discussion by the planning committee of just where the region is going Hills Councillor Morrow usd the permit example alter the region already has a com muter problem persons Ing here but working in Toronto and future Metro overflow must be considered when planning the region future Can control It We can talk about plan nlng all we like but I don think we can control it he snld He explained that Is at a disadvantage since it must provide services to indl whose employers pay industrial taxes in Toronto Pat McKenzie another Hills councillor shared that view and said might have to control the population if it wants to control lis future llnckgraund The discussion followed the of three policy development papers designed lo background in formation for planners shop lomorrows society plan for the service which will be at a given date the year for example they need a popu lotion figure to work toward The papers foresee the population expanding by 7000 persons annually to produce by a figure of between and This Is compared to in and in The whole region has grown by per cent since the communities of and Burlington have increased by per cent Slower growth By comparison the rural communities comprising the towns of Milton Acton Georgetown and the former townships of Nassagaweya have Increased by per cent Of annual regional growth of persons over the past two decades BO per cent of these
