situation for the j executive committee Thurs day noting he would like to put a roof on his lathe house and sheeting on three sides He told the committee he wanted place to store small equipment four vehicles and do maintenance work on hem he had built his home and Ihe lathe house after contacting Ching- township offices and been told no permits were since there was no land In the flood plain When CVCA general man ager Harry Watson suggested Mr was wrong Tom Hill of Halton Hills said facetiously that In the map your group drew In the north for the flood plain there was no land left not In II Hill questioned the amount of land the Terra Cotta Inn had In the flood plain Told It was rive feet he questioned how Mr El woods land could be 14 feet Into the flood plain when It was only a short dis tance downriver said at the worst flooding con ditions on the Credit he had only two or three buckets of water in his basement end he fell here would be no danger to an enclosed shed Mayor Hill moved that the applicant be allowed to proceed but Ihe chairman said that If poles did not already exist In Ihe area Authority could not even consider granting the request He feared lhaUf the request was granted It would trigger a chain reaction from others on the flood plain who wanted to build Mayor Kill argued the building was already partly constructed and finishing It would not be a major under taking but the chairman pointed out that If they gave approval It would be contrary to staff recommendations The staff suggested that If the building was enclosed It could constitute a danger at flood time for which the Authority could be held responsible They suggested however that a roof could be built on the structure without endangering the flow of flood waters Sides they felt would obstruct water flow The vote was taken and ended In a tie but chairman Grant cast the deciding vote against the proposal He told Mr Elwood however that he had every right to come back with a further application with pos sible changes which would be more in accord with Au thority regulations suggested the Authority was not being practical with their demands since he was born and raised In Terra and his father before him and river had never reached the limits out lined In the flood plain map I think Its a lot of hooey he told the committee No line could draw the rivers ac tions He said there had been recent Authority approval to build a garage in Terra and noted his structure had been Ihere long before Chairman Grant said he sympathized with the request but the authority would be
