corridor from Bradley Junction to Georgetown William Mann chairman of the Interested Citizens Group a composite blend of people from townships along corridor contact with the Omsbudsman several times before it was announced Garry Giuliani had been appointed to investigate the issues The ICG has contended misleading and contradictory statements by Ontario Hydro and the Province hove confused the issue and produced an impasse which could be cleared up by on independent study of the need for a corridor The ICG contends the proposed Bradley to Georgetown corridor is wasteful and necessary that cheaper shorter less damaging alternatives exist and have not been studied by Ontario Hydro The group has also stated that if a proper independent study is conducted one not limited to parameters set by Ontario Hydro they will abide by the find of such a study In a brief prepared last week the ICG says A great deal of the Government s and Hydros counterargument to ICG proposals consists of quoting part of a paragraph on p of the Report of the Solandt Commission March During the Solandt hearings some members of the ICG suggested that Bruce alternatives be considered In his report Dr Solandt dismissed these alternatives with the following statement It would not be easy to find a socially and environmentally acceptable route for the Bruce to line because It might have to traverse some of the most popular scenic and recreational terrain in southern Ontario He also said Ontario Hydro presented convincing evidence that the Bruce to line would not produce useful improvement in the transmission system In making these casual statements about an area beyond his terms of refer Dr Solandt gave Hydro and Govern a basis to reject ICG pro Yet what is the basis of these opinions of Solandt At the E H meetings Hydro s Senior Ecologist Walker testified that no environmental study had been done on the Bruce Essa urea There Is no evidence as to the nature of Hydro convincing evidence not when It wa3 presented at the Solandt hearings Transcripts of the Solandt hearings were not available to ICG first according to Mr Timbrell be cause they were full of gaps and inaudible material second according to the E because they were en route to the pro vlnclol archives However Mr In a meeting with I C in Kitchener on June 10 1975 stated that Dr Solandt statements were based on a study I C requested a copy of that study or even merely names of who did It Mr could not provide either but promised to obtain the information Subsequently in spile of further requests from ICG Mr Timbrell has not given us this information nor even responded to I C G s requests in any woy Therefore the references by Mr W McKeough statement to the House July 11 1974 by Mr to ICG June 10 1975 ana to the House June 3 and by Ontario Hydro at the E meetings In in i that Solandt had rejected Bruce Essa on a meaningful basis seem mis leading and unjustified Clearly this study was never done and why Solandt made these remarks is a mystery However it is an obvious case in which a general unsub opinion once written down be comes established fact One final point at the present time Ontario Hydro is expropriating land for the first leg of a Bruce corridor i from Bruce to Owen Sound which was proposed by I C at the Solandt hearings Therefore they arc expropriating for a major corridor In the exact area that they the Government and said and continue to say Is unacceptable for a corridor I C contends that a Bruce Essa corridor would made Bradley George town redundant a wastage of million Regarding the corridor Solandt stated in his report Ontario Hydro feels It Klelnburg corridor will be needed for the more important purpose of bringing power from a new generating station on Georgian Bay to the Toronto load centre Since Hydro admitted at the B meetings that were currently going north in this corridor and since evidence was provided at these meetings that even when future planned generating stations were completed in the 1980s power would have to continue to flow north for an Indefinite period and since this corridor can carry many times its present load then this statement by Solandt seems to be somewhat inaccurate Throughout this controversy other misleading or incorrect statements hove been made by Mr For example in his statement to the legislature June 1975 Ref 3 he said he was providing for a review of a portion of the Bradley George town corridor as requested by citizens in this area This was untrue I C had asked for an independent renew of he whole corridor and they did not request or wish an incomplete study This error was carefully pointed out to Mr Timbrell and he acknowledged that his statement could be misleading but he did not change or correct it Even when the requested that Mr Timbrell expand the IP Report 19 1 he refused Mr Timbrell also provided incorrect information to ICG in the June meeting in Kitchener when he stated that Ontario Hydro had contracted scientists from the University of to conduct studies on the possible health hazards resulting from proximity to the kV lines He further stated that such studies were in progress but could not specify who was doing them Investigation by I showed no such study was underway or contemplated by the University of and furthermore Ontario Hydro testified at ihe Hill meeting that they had not contracted such studies Yet is evidence that these lines could be quilt hazardous In fact Mr Project Leader for Hydro warned a citizen 150 Vol 1 of transcript that he go near the lines because
