In the legislature Fun and games period What really was said about the Bradley- Georgetown hydro corridor and the office of the Ombudsman In the Ontario Legislature on April 1976 Heres the questions and answers from Han sard with stars of the House bobbing up and down Bradley Georgetown Hydro route Mr Lewis A question of the Minister of Energy Howls It lhat the Ombudsman in Ontario engaged In a preliminary investigation of several months duration into the Bradley Georgetown Hydro Corridor plan before he was informed thatacabinctminutedatedMay29 precluded him from the Inquiry which had accumulated many many hours In deed months of his time Hon Mr Timbre I think Mr Speaker inanswer to that question I think in fact a months ago itwaslndi to the Ombudsman or to staff in his office that there was some question in mind of the officials of my ministry as to whether in fact his act did in fact give him jurisdiction Somewhere in this file I have the list the chronology of the contacts between the Ombudsman office and mine If you would like I can send you later today or tomorrow a letter indicating the chronology of the contacts on that Mr Lewis By way of supplementary you will recall then you wrote the Ombudsman in December of saying lhat you were seeking a certificate from the Attorney Gener to indicate that his investigation was precluded under the which certificate nevercame and his right was reversed on by a reference to a cabinet minute of May no one in this Legislature or the citizens committee or the Ombudsman knew anything Hon Mr Timbrel Mr Speaker that last part is absolute ly not true Mr Why Hon Mr Timbrell Absolutely not true That was refer red to- the member will know that on July 1974 my colleague the former Minister of Energy did announce the government decision Mr Lewis You announced your decision Mr Speaker Order please Hon Mr Timbrell which embraced the decision taken by the Cabinet of Ontario on May Mr Lewis But ell anybody ibout it Hon Mr The Environment 1 study if you will look at the statement of July 11 1974 the new Trei surer indicated lhat that study was in fact underway You are quite correct in saying thai ilwasn completed Mr I II Hon Mr Timbrell was delivered lo the ministry in December of 1974 released in January 1975 dealing the primary concern as you recall at the time was the portion of the route between section and as expressed think by one or two of your members and certainly by the former member for York Centre Thit was the primary concern In fact I would suggest looking over Hansard the last two The only concern ever expressed Mr Nixon Supplementary question Mr Speaker Would the minister prepare a full enronology of all of these cents and table it it appears very clearly lhat the Cab inet decision dated May 1974 which precluded he Ombudsman s investigation was taken before the intensive investigations undertaken by Mr Caverly ind others and it would appear that while the Cabinet had made up its mind on this matter they were allowing other interested citizens to Ihink thai the mailer was not decided and that govern men undertook expensive and investigations after the decisive fact had been agreed Hon Mr Timbrell Mr Speaker let mejuslgivcthe member and the House some of the more important dates Mr Nixon We would like allot them tabled Hon Mr Well fine I 11 be glad to Lei me just say this that in fact the decision was taken in 1969 you will recall tobuild Bruce Station In early the Cabinet of the day decided that the terminus of the line from station would be in the Milton area and that was announced at the time Interjection Hon Mr In we got into ihe Com mission on the Nanticoke to Pickering I sorry 1973 and 1974 and in 1974 he recommended that there be no further consideration of a Bruce to corridor He gave extensive lime who made representation for such a study and he specifically recommended against such a further study On May before the decision was taken by Cibinct representatives of ihe interested citizens group in that part of Ontario met with ministers of the Cabinet Committee on re sources development to put yet again their view that there should be a further study of a Bruce to corridor not withstanding the recommendation of Commissioner was not until May almost four weeks later thai the deci taken by the government and announced by my col league Ihe Treasurer the Ihen Minister of Energy on July of that same year Mr Speaker Further questions The member for Brant Oxford- Norfolk with his questions please Interjections Mr Speaker Order please Twenty minutes has been taken with the first set of lead off questions with their think we should gel on to the questions There are many more people with questions The member for Hal ton Burlington Ihe Brad ley Georgetown corridor was hydros environment report available and if not on what basis was that cabinet decision made Hon Mr llandleman Finally heard about Hon Mr I have indicated on a number of to people in the area affected and recently since Ihe member started to ask about this in the last 10 days to him thai the decision was taken a number of years ago in fact it was over four ago An member In other words I GUELPH KINSMEN CLUB SUPER Ion Mr Timbrell that there would be determinants of the line to bring power out of Bruce would be in the general Georgetown Milton area and for reasons of system security for reasons that are well known to him The member will know as I indicated earlier that in fact Ihe environmental reports prepared by Hydro on the Bradley to Georgetown corridor were completed and deliver ed to the mini try in December 1974 and released to the liconJanuaryO He will also know that in March 1975 when the Interested Citizens group visited me in my office on Mar I believe it was I ordered Hydro to keep all work on the line until I had considered their request You will know of course that my response to Ihe request was to order the en vironmental hearing board to Investigate the portion be tween and that is between Colbeck and Limehouse I notice I have a copy of an advertisement of the member from the last election He was prepared to stop it together and I put to him again the question which I put to him in the letter which I sent him several days ago Is he in fact prepared lo make all power consumers of the Province of Ontario pay the hundreds and hundreds and hundreds of millions of dollars thai will be involved a delay Mr Speaker The hon member Mr Reed Mr Speaker Ihe minister has not answered this question I asked him on what basis the 1974 decision was Hon Mr Timbrell Mr Speaker I did in fact answer the question and if he would pay attention I will tell him again that the decision was taken Mr Speaker Perhaps you might read it In Hansard lhank you Hon Mr That the Mr Don t repeal it you dummy my god lion Mr Rhodes Albert be nice Mr Hoy Smart ass Hon Mr Rhodes Watch your language Mr Roy Send him back lo school and learn some man ners Interjections Mr Speaker Order please Will the minister take his seat If it same question it was answered I have a sup plementary Mr Roy Show a bit of modesty Mr Send him back to grade school Mr Speaker Order please Order Mr Lewis I to ask Mr Speaker Order Mr lewis I want ask Mr Speaker Order the member for Ottawa Fast Order Mr lewis Can I not ask a supplementary Mr Speaker Yes Mr Lewis I am sorry I want you relating back to the content of question What arc you going to do as a minister as a cabinet to repair the obviously strained rela with the Ombudsman as re fleeted in the letter which he sent you as a result of this precluding Mr Speaker Order Mr lewis the action Hon Mr Timbrell Mr Speaker lhal an observation I suppose that the member is certainly entitled to make Mr Shore Tell him you have got a very good relation ship Mr lewis I think you should be responsible for that in audible the other day Hon Mr Timbrell Mr Speaker I have spent part of the morning rereading Hansard from last regards to the debate on the Ombudsman Bill and I find it difficult thoroughly difficult determine exactly where your party stood on particular Mr I It was on the same issue that Jim exchanged with John Clement Hon Mr Timbrell I read 12 pages of comments from the member and still t understand where he placed Mr There is not difficulty you reread it to night Mr Roy Why don I you bring us inaudible Hon Mr Rhodes Calm down Albert Hon Mr Timbrell I think Mr Speaker that the relation ship between the Ombudsman and the assembly and the government is as good tod as it has ever been particularly as a party Mr Don destroy that image Mr Roy You like a nice guy Paul next to him Hon Mr Timbrell was a case that this was I think this was really the first occasion on which the Ombudsman had lo answer for himself Ihe question of breadth of his jurisdiction particularly in light of section 14b of the Ombudsman Acl Mr Nixon Is he bad Mr Roy He is bad Mr Inaudible the leader in four years when your lime is right Mr He spends most of his lime writing Mr Speaker Last All right we will allow a final supplementary the member for Hal ton Burlington Mr Reed In view of
