Councillor McKenzie reports Regional Budget for 197S Prior to the formation of Regional Government in Council operated many County Services for which each municipality was assessed their share of the operating costs through municipal taxes These services included general government public health grants to hospitals social and family services manor children s aid museum and public works County Roads All these services have been carried on under Regional Government and Bill 151 added regional police water sewers waste disposal and regional planning department The functions provided under Council system were needed and accepted by the majority of residents although costs for public services were constantly rising All towns except Acton had a local police force and we had been told that when the town grew beyond people we would be expected to form a local police force rather than hire OPP As for the water and sewer I firmly believe that area councils could have operated these services more efficiently and certainly less costly to the taxpayer Perhaps it can be argued that we needed a regional plan to control develop ment when you consider that Halton Is expected to grow from people in 1374 to over in 1994 but since each area council has an area planning department the duplication of services concern me To help local citizens see where regional taxes are spent I am recommendation to regional council which was approved last Wednesday estimated a savings of 000 to the Acton Water Account Provision will be made to pay the water bills locally and of course the Area Council will want to have a local office for Fire Chief Recreation Coordmator as well as to provide for the local needs collection of taxes etc I have a detailed budget far the Regional
