that cost In compare favourably with the other boards In Chtario Is essentially irrelevant because has probably the smallest land area with the highest population density so savings are expected rather than earned Our board Is responsible or millions of dollars of unnecessary expenditures For example Almost a million dollars for a trustees board room enough money to build a new school 33 surplus teachers a costly error caused by overestimating student enrolment Incompetent salary negotiations which resulted In high increases at the top of the scale and low Increases at the bottom of the scale The trustees voted themselves an Increase per cent from S3 000 to the highest amount allowed by low lor eleven months of the year In 1969 the budget was approximately million dollars In It was over million dollars This represents an annual increase of IS per cent compounded No private enterprise could survive such a cost escalation They would be forced to look for efficiencies This Innovative in finding ways and means of curling costs to make education an affordable reality for the taxpayers of this region In changing the school system to a permissive ran competitive experimental stance the Board has allowed the educators to throw out the baby with the both water The Chairman at the Board has promised next year and I quote To continue the mix in education as currently exists In Halton unquote but the people arc demanding that we get back to the basics and to the discipline of core curriculum Perhaps the Board is not capable of defining The public wants standard curriculum to ensure student mobility They want standard examinations so that a graduate diploma will be recognized by Colleges Universities and future employers They want competition to prepare the students tor the harsh realities ot their society and the working world The student wants to know where he stands by comparison not only In his own school but In similar schools across the Province A student In the elementary school system needs a strong emphasis on the basics of education such as the R a spelling and grammar in order to cope with the subjects he takes In the secondary schools The Board Is playing with words and deceiving the public when It says they have been back to basics for years We must start now to create a climate In education In which our children can grow a This is the basic problem as It applies to all courses and the point those who carry the ultimate responsibility In education are missing Does this Educator have to wait until the Minister of Educa so rigidly defines the curriculum for him that good teachers will lose the ad vantage of the flexibility of their Individual approach to teaching any given and thereby decrease the quality of education and the desire of a good teacher to teach It Salary Increases The Board gave the tea the maximum In creases possible 7 per cent plus Increments or a total of per cent costing taxpayers that all are treated fairly and equally It enhances com munlcatlon and public rela lions between local boards and their employees because both know that they are beyond confrontation frustration and turmoil on these matters The Board has still the right to hire fire control and discipline Its employees under fair and honest guide lines The Community Col leges have benefited greatly by operating on this system The Chairman Concept Versus the Department Head Department Heads must have academic qualifies which are set out In the regulations of the Education Act They are specialists In the subject concerned On the other hand the Chairman an Innovative concept of the Board must qualify for leadership only They do not require the academic qualifications of a depart head and have juris diction over a large variety subjects of which II would be Impossible for them to be specialists Even their legal status is In question because the Education Act does not provide for the position of Chairman It Is passible that any tea cher who polishes the clpal apple could win the ob At the Queen Elizabeth Park School in Oakvllle a chairman has been ted who does not have the qualifications of a Depart mart Head We are risking further deterioration of the quality of our education by these proven Innovations The Department Head has a normal routine of teaching duties on the other hand the chairman may be required to teach one or two periods a day You therefore have taken your best teachers out the classroom and add them to the costly bureau Where Is the economy of this and how have we In creased the quality of tlon Primary Task Force Project This Is unique to Halton Board They have spent almost a million dollars or this exercise and now they have scrapped It This pro ect takes teachers out of the classroom and pays to train them In questionable Innova live methods but the people say why The Province has already trained these teachers at Teachers Col lege Now the Board could have workshops at no cost to the taxpayer and no loss of lime In the classroom to do this If and when It Is necessary The system has for years been seriously behind other lurlsdlctlons In the academic achievements of students Is that why they thought they needed to spend a million dollars on the Primary Task Force Pro ject to buy what other areas got for nothing but effort and Integrity Values Education Halton Style The teacher can not a student he Is wrong He has to let him evaluate the himself and clarity his own Ideas to his personal satisfaction Under this system they teach that the parents or anyone else should tell a child what Is right or wrong the child has to decide this Parents rebel at this Inter with the training a child Is receiving at home They feel this philosophy undermines the confidence of the child In the parent and results In destruction communication and trust Educators who sincerely believe In this system should have all I he children and thus solve the world s future problems The students can evaluate the teacher A form Is provided for this I do not know who gets these forms or who evaluates them I do know teachers feel three by them and this affects discipline In the class by uncertainties in the tea s mind Discipline must be built up within a child by the teacher because he must before he can Rubber Stamping The Board has been accused by the press and the people of rubberstamplng recommendations their administration Many of the board s problems would not exist If closer scrutiny and study occurred and If they opened up problems to the public for feed back and had enough trust to seek out an opinion from their staff and teachers on so many matters In which they have a con My experience Is that better decisions are made when you allow yourself to be Informed on both sides of a discussion The only way people can provide intelligent con criticism Is to give them all Information before rather than after decisions are made For ex ample the method used to close the School Our Trustee told the Ratepayers that he moved to the motion to close the Nor School to get reaction fromthclocal people declining enrol was the Boards major reason If you take away the kindergarten and all grades past six you can guarantee decreased enrol ment I and encourage their partlcl patlon at all levels when poll are being formed The Halton basic courses Are they teaching values that are really Important Compulsory Physical Fitness and Health Education Education for Life It has been suggested that this course be made scry for at least grades and The following are some of the reasons Government statistics and surveys indi an ever increasing lackof physical fitness In our population resulting In a generation of youth whose bodies will not allow them good health or an adequate life span The present physical education program presently being offered as an option caters to the ready physically fit Those who need It most opt out The lack of nutrition and con sum or knowledge the high Incidence of venereal disease and pregnancy are good reasons for all grade and students to receive health education but only from highly qualified per Medical doctors Nutritionists etc It Is a well established fact that those who are physically fit are and men tally healthier than the unfit and better school grades The grades Improve as the fitness improves Any Increase in the fitness level of our youth Is plain pre medicine and will make or a belter society for the future Since Bert Hinton and members of his committee cannot call
