Sincerely JOHN BEATRICE SPROWL A study two years in pre paration recommends that the United Way get Involved In north Halton for the first time The report of the Management Committee working on the United Way Boundary Study released Its recommendations In a 40- page document last week The committee would see the Burlington United Way eventually opt out of the Burlington and Hamilton- Wentworth United Way and become part of a new organ izatlon following regional boundaries United Way Is currently in as well but that organization has never been operational in Milton or Halton Hills and no collec tions have been made In the north end of the region According to the resolution passed by Management Com the Wentworth and the United Ways would operate as a federated United Way The report doesnt dwell on what the obligations of the partners in the federation would be That will be left up to the United Ways to work out The report recommends representatives from north Halton join representatives of the Burlington and United Ways to plan the transition from the present system to one united system in Terry Balnea Georgetown lawyer Terry Baines said he could see some real benefits in North Halton for groups and organizations which offer important but low profile services find it difficult lo canvass success fully He pointed to a trend of government to want to with draw from Its role In finan cing volunteer organizations He said he expected there would be some resistance from groups who ore already holding successful fund raising campaigns According to Mr Baines experience has shown that United Way organizations have to be fairly targe if they are going to be successful He noted that the organize lion has to be large to minimize the impact of administration costs Rural area The largely rural nature of north Halton is one of the sons Baines feels the organ has never been In the north While the timing of the set up of the United Way depends a lot on the United Ways In Burlington and Mr is confident that it wont be in effect for at least two or three years Several interviews were conducted In the development of the report During those interviews the need for public transit in the north and from the north to the south emerged as a priority need for people in the north A social planning council nursing home beds support services for the elderly and specialized medical and psychiatric services were other areas of concern the report says Alcoholism in youth is another problem area There are numerous activities for sport oriented youth but nothing in the way of enter tainment or dropin centres for the sports motivated Acton attempted a dropin the Interior of the building was vandalized Cedarvale Community Centre in Georgetown opened a dropin centre in July 1976 but received little response The explanation offered Is that there were insufficient funds to provide the equipment that would attract youth Some reservations In conclusion the report indicates any move to put United Way into the north will meet with some reservations and will have to be done slowly and on an educative basis The report said that In considering the development of a regional United Way It is essential that planners are sensitive to the of the north While Milton is not the centre of the Region if one considers the present population button It is perceived by the north as the geographical hub of the Region Yet regional government Itself hard ser vices like police etc the Ministry of Community and Social Services the V O IheCAA etc all have their head offices in Burlington Indeed on the C A S Board of eighteen there are only two representatives from north Halton What is sometimes forgotten in the north how ever is the relatively small population and the difficulty in making contacts Another source of bitterness is the lack of nursing home beds in the north In all of north Halton there are only beds and these are in Acton but when cation was made to build a bed complex on the George town Hospital grounds the request was turned down on the basis that as a Region had more beds per capita than was recom mended though alt are located In the south Thus north residents see their chronically ill being sent out of the area and also they see separated couples unable lo visit because of the lack of public transportation Getting has created its own problems yet these new comers bring with them a demand for services that had been taken for granted in their original communities and a rcceptiveness to such concepts as United Ways Discussion of the concept of a United Way elicited feelings of ambivalence Those interviewed recognized the aggravation of multiple solicitations but expressed the belief that most people would continue to support their favorite individual charities rather than a single Impersonal organization Also individuals cited Cancer Heart and the Red Cross as agencies which possibly might not welcome a United Way There may be validity in this statement when applied to Cancer and Heart which traditionally have remained Independent of United Ways The George town Red Cross however caution and qualifications notwithstanding is at least willing to consider and discuss the concept the report claims work hard Both Georgetown and Milton have a proliferation of service clubs which have worked hard for many years to support services in their communities It was felt by some that these groups would not be threatened by a United Way and might in fact be a resource in the development of a United Way Throughout north Halton there are a number of people who seriously question whether the community Is ready to accept and support a United Way On the other hand there is a hard core of individuals who perceive a United Way not only as a good for the community but also as a necessity in order to provide equal availability and quality of service Their contention is that community receptivity to a United Way would depend in large part on the packaging and that the concept would be accepted If properly sold It is concluded that any attempt at organ a United Way must be made
