council feel will lead to less scrutiny of departmental estimates Traditionally all depart mental estimates went before the finance and ad ministration committee and then on to council for scrutiny and recommendations for further cuts Under the policy approved by council Wednesday each committee will have its own budget to consider and the first draft of the overall wont be approved until staff estimates have gone be fore the various committees Proponents of the change say the new procedure will streamline the budget Some recalled having to have three drafts of the bulky budget prepared before a final budget was approved last year It was pointed out by chairman of the Budget Review Committee Ron Planche that the procedure was a costly one The motion passed easily on a 13 vote with most of the opposition coming from members of the Adminlstra tion Commiltee One member of that com Mayor Harry Barrett was critical of the committee for even recommending such a motion He said the
