regarding lunch programs at elemen tary schools and believes it will become more of a problem as more children can t go home for lunch because both parents work weather lb bad or they are bus students Trustee Howard Lock noted the board has no policy regarding lunch services at elementary schools and there is a great disparity between what Is being done at various schools Tho separate school board healthschool committee should be the one to look into the problem Board vicechairman Noel Cooper said any problems with elementary lunch ser vices should simply be referred to the school cipal Trustee Bert Hinton said Individual research into any problems should be handled by board members and referred to principals He warned study by a com mittee of any problems was the first step towards cafeterias being built in elementary schools Problems can be sorted out by principals and if there was a standard procedure it would cause more problems for schools Trustee Judy Alexander Principals principals and vice- principals teaching classes so teacher classroom may be reduced Lavender said a survey of over elementary teachers has shown that out of a list of nine motivators term appointments stood It appears term appointments are not a significant motivator for teachers and the policy was to be a motivator Long said renewable term appointments were urged by the committee so schools before Its too late He filed a report dealing with the expansion of daily French instruction beginning at grade four Thursday and his concerns will be dealt with in Lawson said there will be detrimental effects to middle and senior elementary school programs where minutes of French will be added each week and at the Junior elementary level where It will be minutes additional a week He warned teaching staff will have reduced prepara tion time with more French being squeezed into the elementary program Lawson also noted teachers won t be able to take classes for absent colleagues so there will have to be more hiring of supply teachers Another problem will be French will take away from other aspects of school pro grams whena schools budget is sliced up lawson also suggested expanded French could create a need for more segre gated special education classes At the junior level where no French la taught now Lawson predicted other courses will suffer He noted since French will be part of communications arts topics now dealt with In that course will have to be cut back He Bald addition of French means more rotary where either students move to another teacher or the teachers move around to different classes Lawson also predicted expanded French will mean some teachers are teaching all day and this may force the re introduction of recess Some remedial and counselling programs may have to be curtailed extra might be cut back students will see more teachers each day and librarians viceprincipals and principals may be required to teach more There will be a serious decline in staff morale If the French teachers do not main tain a teaching load equival ent to all other teachers he warned He also said there will now be three types of teachers- home economics Industrial arts and French which cant be declared surplus while there used to be Just two Lawson suggested minutes dally of oral French instruction beginning in grade six continue and the board continue planning for optional French immersion programs in the fall of lie called for the manda tory French program of minutes daily instruction beginning In grade four be withdrawn so it can be studied further He said he believes many trustees voted to expand French without fully under standing the Implications warned French is not in the best interest of corecurriculum and will only increase class sizes at a time when the board wants to cut class sizes Trustee Bert said he agreed with Lawson and believes the board should have listened to principals who wanted a much more moderate
