Council Reeve Bill explained that in when Canada first became a nation the British North America Act was drawn up This net he explained gave certain powers to the federal and provincial governments Mr explained that in those days the government for Eramosa was in Toronto and with transportation being by horse and buggy It was a poor system The Municipal Act was then drawn up giving local councils directions As a result of this past there are five people sitting around the table In the council chambers today These five are made up of a reeve a deputy reeve and three councillors Other councils have more people depending on the population of their municipality The township clerk is a very vital part of the munlcl Mr Adsett told the group His duties entail that Women s Lib has yet to come to the horse world thank goodness In fact all the animal world with one exception has continued in clearly defined roles since time im memorial of course or Woman now bent on making our social structure totally unisex Fortunately those dumb female animals occupying levels lower than human are smart enough to realize it much more comfortable letting the males do the tough stuff It was never more obvious how our mares feel than when a new male Joined the herd Etewhra or CwtraT Brainwashing Pat had finally begun to work changing him from cattle man to horseman After nearly three years of learning that cattle were a great deal of work for precious little profit he decided if he couldn t have the profit be might as well have the fun In this case the fun meant trading In those cattle for a horse The perfect horse was duly found astockygentlemanofan interesting age with a flashy twotoned coat Delightfully mannered Escadaro nevertheless stood no nonense and wore his air of author ty like a true leader The first day he arrived he was led to the pasture after a suitable rest period The ladles were at the far end of the field dosing quietly the donkeys Gypsy was the first to become aware of some activity near the gate and shot her nose In the air A Man I she telegraphed to the others- And mine With that she pranced the length of the field on a stick Flashing her eyes and twitching her hips she in a circle utterly bewitching Escadaro We won mention the fact that Gypsy Is years old at least Mae West s age and weighs 1200 pounds without her shoes Escadaro dldn notice he just saw her fluttering eyelashes What a ballet they performed leaping and twirling with delight happens to be a gelding but that dldn anyway By the time the other mares had come up to say hello Escadaro was getting a little fed up with Gypsy and he told her so with two hearty thwacks on the rear The donkeys were enthralled with this display Up until now they had kept glumly to the sidelines For a few blissful months the previous summer donkeys had outnumbered horses Then the status was equal Now here was one horse too many Lord and Marin After an afternoon of careening around the paddock all little horses were asleep In their beds by dusk and raring to goat daybreak Escadaro was taken out and shown his breakfast in the paddock Without so much as a whinny be towered his head and chanked Into the hay Both mares came flying out of the bar leaping into the field and scattering the hay Here was their chance to see what Gnashing teeth and thumping hooves were rained a few inches from the big body They were careful not to actually touch they want him bruised Just worried a Utile Escadaro scowled and lifted his lip a fraction never taking his bead out of bis hay pile The effect on the mares was electric Bouncing back they tripped over the donkeys scurried around to the far side of the hay and obediently began to munch They seemed relieved to bow to such a self confident leader someone they could defer to someone who would protect them and take the load of self preservation off their minds I know quite a few women in our society who would love to sit back and let the mate do the worrying again I m one of them of clerk treasurer and tax collector and is also a secre tary to the council Because he is in the township offices full time the clerk In case Lloyd Hind ley must listen to people complain about high taxes He carries out the taxation duties once the council has set the mill rate and advises the public It not an easy Job says the reeve The head of council is auto matically on county council In Wellington county case there are townships and representatives The number of reps on this council Is based on representation by population It Is just coin cidence that In Wellingtons case there is only one representative for each town ship Mr Adsett went on to tell the girls township has jurisdiction over two police villages and Eden Mills Both villages have an elected board of trustees who In turn have jurisdiction over such things as roads hydro etc The trend provlnclally Mr said is to have one large unit of government rather than several smaller ones He explained that Wellington County has not taken the step towards regionalism such as and several other areas have He explained that he felt the bigger unit even though it Is devised to have a better system with the same of people only leads to higher costs a hierarchy and a bureaucracy Milton tower Milton councillors are turning down a bid to mimic Toronto with its CN Tower CP Telecommunications wants to erect a 185foot microwave tower in the Milton area iwp council Library to go county debated by township cngthy discussion en in the position attended the was too great and dition was put on the Rock wood Centennial school an agreement was drawn up between the township council and the Wellington County Board of Education The school board expanded the library facilities and as rental payment the Eramosa Library Board must make an annual contribution of 600 worth books marked as the property of the centennial school Because there Is not a separate building to main
