a number of casons before It went to council Wednesday Booth told council the matter should be referred back for yet more consider at the Board of Health level The council cannot overrule the Board Booth argued that noone could tell whether there would be a problem and the program should be instituted to be on the safe He received support from Community and Social Ser vices Committee CI airman allow the municipalities to carry on with work they want to compllsh and yet leave the control for overall growth in the hands of the region Control over sewer and vatcr faclllt has been a controversial matter ever since the Implementation of regional government Control over hard services Is seen as control over development in any community The passing of that motion would Indicate a desire of re gional councillors Id reduce the power that now rests with he region Following the meeting Public Works Chairman Jack Raft d he doesn feel the power for sewer and water services Is It all part of a system You can divorce the trunk lines from the water filtration But Mayor Munro said there was a great deal of duplication in planning and constructing hard services now She felt the change would be a definite improve ment Oakvllle Councillor Reade said it is Illogical ti have the region municipalities for work done but leave the without the authority to go ahead with the work This will give account ability back to the areas he said noting that that area councils accountable under the current system Regional Chairman Rick Morrow indicated to re porters after the meeting that the recommendation and the report of the Bill 151 Commit tee wauldn be taken by the powers that be at Queen Park An hour after passing that recommendation council agreed to take a second look at a move towards equalized assessment Following the meeting several councillors suggested the mot t Ions tend to be contradictory One recommendation implies greater authority at the region over water and sewer and the second would indicate a shift in power away from the region to the areas A special budget meeting held Tuesday morning raised the ire of Councillor George who said ho could not attend in the said he sets aside Monday and Tuesday nights for council and planning board meetings every week and contended since this Tuesday was free the meeting should be held at night Councillor Peter Morris
