The Acton Free Press Wednesday Oct Health Council suggests modifications for OHIP Governments be looking at other ways of collecting money for the health insurance scheme In the view of Halton District Health Council In a brief submitted to the Select Committee on Health Care Costs and Financing at Queens Park the Health Council makes several suggestions concerning ways costs could be redistil In the brief a copy of which was sent to the Regional Health and Social Services Committee the Health Council also deplores the absence of a master health plan for Ontario Discussing cost distribution measures the brief notes independent economic research indicates that health care cost3 though high are not significantly out of line It recommends the select committee confirm through a study whether health care costs are out of line in relation to other costs in society Stating a belief in the desirability of bringing more private funding Into the health care system the Health Council offered four costdistribution options These are reexamination of the practice of OHIP exemp tion for all senior citizens determination of OHIP premium costs based on taxable Income application of a modified rebate scheme or provision of a option Supporting the principle that all who have the ability to pay should pay something the brief says the policy of exempting all senior citizens from premiums and certain drug costs may need to be changed in view of the increase in the population projected for the future Tying premiums to taxable Income is an option which might help to educate people against the misuse of the system The noclaim bonus or modified rebate scheme would reward clients who remain healthy Under this option all subscribers would continue to pay an annual premium but those who use services or Incurred costs lower than the premium would receive either a cash rebate or an income tax credit All would pay a minimal basic charge however Under the coinsurance plan citizens would continue to pay their OHIP premiums but would have the right to insure themselves for the services of a nonOHIP physician if they wished District Health Council stressed the need for on oil embracing dlnated health care plan to indicate the direction of the system for the next five to years with reference points for the longer term Surely a program as comprehensive and far reaching as our multl billion dollar health program should be guided by an overall and visible plan the brief reads The brief also asks the government to develop Jointly with the medical association guidelines for the practice of medicine in Ontario Com menting that it is well within the capability of government and the medical association to regulate intake I and licensing the brief calls for the guidelines to cover the size and button of the profession and the appropriate profes sional and economic clrcum stances of practice Halton District Health Council was set up two years ago to advice
