for renovations to go towards a brand new building Regional council recently agreed lo the equalized rates after much discussion ing just the Focal Properties issue left undone mayor stated This a very delicate situation Mr Hill said There is a difference of opinion throughout the whole town of Georgetown he said concerning the mil lion law suit against the town for not allowing Focal Properties to build homes south of Silver Creek I think It can be resolved if everyone sits down and uses common sense Mr Hill went on to say hat it is not because of council that the town has not moved ahead It is because of all the objections brought to council planning board and the that have held this town up Mr Hill praised his present Whoever becomes the next mayor I hope he has as workable and is flexible council as the one I have had the past two years The incumbent feels there are no major issues in this t lection Legal clinic enters second year The allocation of sewage capacity or Is one of Peter major concerns as he cam to uproot incumbent mayor Tom Hill Mr points out that Acton major industry pays per year in taxes yet It finds Itself in a situation when waste disposal Is of concern to all citizens With some Jobs at stake it is too big an issue to pass over Mr pointed out He would like to see the factory hooked into the system The yearold lifelong resident is at present a councillor for Hills He has held that post for two years and in hat time has been a member of the Acton downtown parking com chairman of the municipal building com vice chairman of the works committee council re presentative on the George town Business Improvement and vice- president of the Georgetown Chamber of Commerce In addition he is also founding president of the Georgetown Junior I hockey team past of the Georgetown Haiders and a founding director of the Georgetown He is the owner and operator of the North and North Sports Camp in Georgetown although if elected hi will be full time mayor Senior citizens needs also concern Mr Pomeroy He feels the elderly should be able to retire in the town where their families and friends are Because of this he supported the Acton councillors when they asked for and received reduced lot levies to quicken the progress of the proposed senior citizen housing unit Mr also said he would like to see trans portation to the downtown area for the elderly He said this could be a joint venture among all the merchants and would mi volunteer basis A complete review of the Regional Police in Acton is also being con sidercd by Mr He noted he has heard from a number of dissatisfied people and would like to see how to remedy situation Retention of Acton identity is high on list or priorities Mr said He feels Acton must have a better informed council and must be in constant touch with the mayor The mayor must visit the town he Is governing so that he may see what is going on If you never to Acton how are you going to know what the people want and need Acton councillors have only a small on council Mr said arid must have a strong input People in the town want their town to be known as Acton and as far as lam concerned it always will be Mr said he too is from a small community and knows the importance of separate identities Hills community legal clinic enters its second year of operation today Wednesday and although it is becoming more established in Georgetown and Acton less than half of the towns people arc aware of its The free clinic one of which have formed in the last three or four years in Ontario is the first to be formed in what defined as a urban area Other clinics are in larger urban centres such as Toronto and Windsor In the evolution of the legal system in the province legal clinics are really a very new thing says Peggie Balkind one of two para legal workers in the clinics and they re here to stay said that over people in Acton and George town have been helped since the clinics opened About onequarter of the case load is in Acton she said and although there are no particular differences in the services requested there may be a few more economic consumer problems in Acton more bankruptcy type problems Some of the requests for service arc just phone for information she said But usually they re not that simple There almost always something to look up Other cases are com pi icated and the legal clinic ma have to negotiate with for Instance Ontario Hydro Unemployment Insurance commission or Workmen Compensation Board she said Such negotiations sometimes take a long time between phone calls and hearings and some domestic cases may take months be tween steps We also make lot of re ferrals to social agencies she said The free legal clinic Is part of the social com munily network Except for criminal and civil matters the clinic handles family em ploy ment insurance debtor creditor consumer welfare landlord tenant employeeemployer and workmen compensation problems shares the para legal work in the clinics with Bill and Sylvia who is a secretary receptionist The duty counsel in Georgetown are Bert Arnold Grant Isaac and Jack In Acton duty counsel are Chapman and Mike Heller Differences There is a distinction between a legal clinic and a legal aid clinic said Both programs come under the Ontario Legal Aid Plan which is the funding body A legal aid clinic dispenses legal aid certificates which arc given to a client who in turn takes it to a lawyer Tha certificate like a food store coupon Part of the bill is paid by the legal aid plan and part a quarter is the lawyers contribution An applicant for legal aid must be legally and i ally eligible and the ministry of Community and Social Services carries out an fin assessment said the clinic is trying to get the assessment officer to come to George town or Acton possibly every other week to save applicants the difficulty of getting to For ample an applicant from Balkind said has miles one way trip In the case of a legal clinic The whole clinic has a cert rather than an in dividual she said So we can help people who come and depending on their financial status we won turn them away If they don funds or only limited funds we can become involved Legal clinics were est ablishcd said be cause legal aid certificates could not cover everybody Legal aid certificates did not apply for small claims ir traffic courts Some people did not know how to apply or were afraid to go she said Others afford a lawyer fees Who was going to help people in that kind of situation Costs said the annual budget of the Hills legal clinic about MO In Acton the clinic is in he Continued on Page 11 Dale Morette acquitted Dale was acquitted lost in a trial for the manslaughter of loyd County court judge Patrick
