and neither does the board offer Fact finder Gillespie In his summary indicates most of the arbitration awards to come before the Education Relations Commission fall within the range established by the parties Gillespie seldom mentions the parent teacher ratio but both parties state their lions The Board wants to keep the 18 ratio for high schools ratio for special vocational schools Teachers want more teachers to lessen the ratios to 17 and 12 respectively local president Bar rejects the Halton boards argument it cannot afford to meet students special needs with the board a figure which
