One Hundred and Fourth Year No 44 ACTON ONTARIO WEDNESDAY MAY 2 Scond Section Doug Black Candidate stresses policy The of Trudeaumama and government gifts to private corporations started Doug Black on his political career When the I9C8 federal election was called he was a student at the University of Toronto I thought his Prime Minister Trudeau a approach to the election was flimsy There was no policy The New Democratic Parly under Tommy Douglas was crying in hi3 wilderness natural resources and the economy It was the only party doing so We hoped then and we do now that people would be con about it Its clear that they are Consider the private investor Would he give a loan to a corporation without some kind of assurance the loan would be paid back Of course not Why then should the government be any different Without some guarantee of repay these loans are nothing but gifts One public perception of the Is their platform They are more inc lined than either the Liberals or Conserv atives Mr Black said the has always made a stand on an issue and made It publicly known The public can either agree or disagree I it historically been the case that peopleknow where the NDP stands parties are devoid of policies only rhetoric Improvement will come only when you get a policy oriented party like the in power If the people dont like what the stands for or what its doing then dont vote fur but at least you know where It stands With the other two parties its like a big amorphous blob fur example with the Tories Otto Jelinek will say we need government cutbacks yet Sinclair Stevens Tory finance critic says we need a bigger budget deficit Wheres the consistency The Liberals favor keeping But theyre also in favor of giving the multinationals huge gifts without anything attached It minimizes the value of Thats not consistent You can talk to two Liberals or two Conservatives about the same issue and youll probably get two different answers Mr Black was recently married June He come to to practice law in 1975 after graduating from university He was born Mar 12 i0 In Toronto and was raised I here He spends his spare time with his family He likes to swim and hike and do other family oriented activities He specialize in his law practice saying he finds it more enjoyable and challenging to have a general one His grandfather Wdliam Black was an MP from 1921 to 192S He represented a rural Ontario riding Huron County for the Progressive Party during MacKenzie Kings reign The Progressive Party was a protest party soon gobbled up by the Liberals under King For Drug Black a typical day starts around Sam when he greets workers beginning and ending their shifts at area factories After a small breakfast at his home In hell spend the first part of the morning at his law office I try to minimize my court appearances during the campaign but I dont believe that in Itself Is grounds for an adjournment There would have to be another reason In this way he said his two opponents have an advantage because they can make the campaign a full time occupation After that I go canvassing Wchave a pre determined list of areas to canvass so I just pick up my leaflets and away I go Then I go the committee rooms meet my campaign workers I rely on the people who work for me I cant get to all households Its physically Impossible After supper there is more canvassing until sundown followed by more meetings In committee rooms and maybe social func tion to attend He averages about six hours of sleep a night but takes most Sundays off His experience in two provincial campaigns and 1977 have taught him to pace him self This is his first try at a federal cam He admits its tougher because of the larger geographic area and the length of the campaign The main issues in this campaign are economic Wevesaldthatalongtimeago All other Issues will fall by the wayside The Liberals say we must have a strong united country before we can have a strong economy They have the cart before the horse This national unity thing is a figment of the Liberal Imagination A strong economy is a nice motherhood phrase but how can country have a strong economic base when it can I provide the source for the base Our raw materials are being exported at a record rate The Tories will just make It worse They wax on about small enterprise can small business compete when three or four corporations own the market How can a guy start say a small rubber plant and compete against Goodyear What are the Liberals and Tories going to do about that suggest they do nothing because Continued on DOUG BLACK New Democratic Party candidate for Halton Election 79 a look at the candidates Otto Jelinek Emphasize personal incentive OTTO Progressive Conservative candidate for Halton Frank Philbrook 01 to Jelinek wants to prevent Canada from becoming the kind of place he escaped from In 1943 The 38yearold Member of Parliament from High Park Valley in Toronto was born In Czechoslovakia He fled when the country was taken over by a Communist regime I am concerned about the direction Prime Minister Pierre Trudeau turning our economy from an incentiveoriented free enterprise system to which I am com and the party is committed to what I could refer to as a welfaresocialist state has eroded that system and turned it around slowly The word incentive has disappeared from the political vocabulary under the Trudeau government Incentive is something Mr is no str anger to II was incentive that carried him and his sister to the Canadian and North American Figure Skating Championships culminating in Prague in 1962 II was especially gratifying to win the Worlds Figure Skating Championships in Prague Coming back to the country where was born we were very happy The title enabled the pair to join the Ice Copades Mr said the money earned from the tour was invested in various proper tics around the area and started his business My business started off as a oneman operation By 1972 it employed over 100 peo ple During my business years I got involved with the Progressive Conservatives I was part of Mr Diefenbakers national lour on one of his campaigns and I took part in policy sessions with Robert Stan field This led him into his political career I not a professional politician or a political animal I dont consider myself that way I went into politics only as a concerned businessman i never had any ambitions to be an MP When he did become an MP he found him self faced with a choice I realized I couldnt be both an MP and a businessman and do justice to both so I sold my business to Canadian Corporate Management Canadian Corporate Management is a conglomerate owned by Walter Gordon a former finance minister under Lester Pearson Mr noted the coincidence There arc good Liberals you know You need two strong parties to have true dem has taken it away Its no longer the Liberal Parly It Party You either vote for or parly Mr Jelinek may have some in dislike the Prime Minister On two occasions Mr Jelinek said he was publicly ridiculed by 1 was put in the shadow cabinet with res for fitness and amateur sport I was asked to write a paper on it The paper emphasized he importance of grass roots fit laughed at me Two months later though he appointed lona Campagnolo as the first Minister of Slate for Fitness and Amateur Sporl Mr Jelinek said he didn I agree every thing Mrs is doing and referred specifically to the Canada situation and the apparent creation of elite athletes There should be more emphasis on overall fllness We change thai when we form the government The other time Mr said Mr Trudeau scoffed at him was in 197G M leader Joe Clark had moved me up to Small Business post in he shadow cab inet Again I was asked to write a paper on It It look me two years to meet with business groups across Canada and the world The paper n accepted by parly and is part of In it I recommended a Minister if Small be appointed to oversee small business growth 1 I If id me But 1 I I appointed limy Abbot II Business th w I I under he overall 11 fid y d and Commerce Si business from I 1 mended put II I I d ustry Trade a C I small business We 11 ttl f government I I he pi I implement the pol I that I I Cabinet Well lead before see he has But I hopeful Throughout the conversation Mr Jelinek used the phrase when we form the govern instead of if wc form ihe govern indicating the confidence he has in his Continued on Page mi P i i to form a cabinet Opposes decentralization To Frank and the Liberal Party the overriding issue in this election is strong national government Were totally opposed to Conservative Leader Joe Clarks decentralization Theres too much of It already Some of our opponents say the federal government has too much power That exactly the opposite of the truth For economic competitiveness and social Justice Canada has to be run as one country not 10 little fragmented countries All other issues relate to those major issues One united strong competitive country is what we want Canada to be and it what we reworking towards I think we re best party to do it was born Nov in the section of Toronto He attended of Toronto graduating with a Bachelor of Science degree in Pharmacology and his medical doctorate After interning Hamilton General pital and spending a year in general practise in he went overseas The Anglican Church asked me to take charge of an old hospital in Kashmir norther India I was there for about years Then I worked for years on a big World Bank construction project building the Mangla Dam in Pakistan The family which had been in creased by one daughter in the seven years on the Indian subcontinent arrived back in Canada in At that lime he joined both the Liberal party pharmaceutics firm did some research into birth control His interest in controlling overpopulation continues to this day Being an MP has given me a great deal of satisfaction I view It as another opportunity to serve people and my country Also its a chance to continue my inter national work Ive been recognized or it I been asked to head an international group of parliamentarians It the first time the United Nations has gone through individ ual parliamentarians instead of national governments I believe this can be of direct benefit to Canada Canada is a developing nation and its well received in the world Economic and social development is important If were to have a peaceful and prosperous world One of the problems is overpopulation if population is not brought under control then there wont be any development If theres no development there wont be peace and prosperity At the end of World War we were ask ourselves how we could prevent it mean ing war and the depression from happening again This is one way He refuses to let the campaign alter one of his daily routines He still gets up at a and jogs three miles Apart from that there is doorknocking to be done along with coffee paries meetings with campaign workers and other campaign functions such as allcandidates meetings On top of that still have to carry out my normal MP duties and work for my tuents Having to do both jobs is a problem but Im happy to do it I now realize what my friend Terry OCon nor had to face the last election Terry OConnor was MP Tor between 197271 He was defeated In his reelection bid by Dr Philbrook in the election Although a member of the Liberal Party since 1967 he did not really get active until 1974 Shortly ihereafter Prime Minister Trudeau call an election The previous candidate Whiting had dropped out and the local Liberal party workers came to me and said Frank would you do it We need you My family and I had a long discussion one weekend and I made the Jump I have no regrets Its a great exper ience He says the a strong central government is evidenced by the energy issue You have two Conservation governments in Alberta under Peter Lougbeed and Ont ario under William Davis Alberta wants to sell its oil anywhere in the world at the highest price it can get Ontario wants the oil at a competitive price to keep its industry moving Clark has kept quiet on that issue Phil brook said A strong central government is needed to mediate in matters like that He then addressed himself to the Twin issue of national unity and the economy I call them the twin issues because theyre so important Anyone who considers national unity not to be a problem doesnt understand the situation It Is a serious problem Quebec Is onethird of our land mass one- quarter of our population and one third of our economy Levesque and his Parti are shrewd and dangerous people Theyre quiet right now but wait until after the election They re trying to lull people to sleep It seems to be working and thats frightening As soon as the election is over the will go on the offensive This quiet conciliatory business will be over and therell be a big push to win the referendum in November If Quebec goes It will be very hard to hold onto the Maritime provinces because theres no land bridge He suggested the western provinces might be next to leave Confedera lion Part of the PQ tactic is to convince the people of Quebec that there is a big basic difference between Canada and Quebec The Conservative Party doesnt look as though its going to win too many seats in Quebec If it gels into power will be able to say Theres nothing in common between us and them We can provide good government Im sure must be laughing up his sleeve at the prospect of the Conservatives winning the election But its not just Quebec British Columbia has said it doesnt want easterners buying up their industries Alberta says it will do what ever it wants with its oil Saskatchewan has nationalized the potash industry Manitoba has cut back Beverly on social services and government spending the Maritime ore nervous about Quebec separa lion Ontario stands to be the biggest loser in the whole deal and Im concerned He said Halton Is a key riding because It is between two Important cities Toronto and Hamilton It should be recognized with a cabinet minister Id like to be first federal cabinet minister He said he would be interested in a portfolio related to one or the three committees he sits on now Finance Industry and Economics Health Welfare and Social Affairs and External Affairs and Defence His first choice is National Health and Wel fare His second choice would be Small working up to Industry Trade and Com merce His third choice would be National Defence working up to External Affaire FRANK Liberal candidate for Halton
