a second letter from the Citizens Group urging Site be put on the back burner David sol icitor who has restricted his practice to environ mental and energy law and who represents the group sent his first letter to the region asking for a halt lo Site on the grounds the region could not legally proceed for environmental cation as it has not been officially notified to do so by the Ontario Municipal Board The OMB announced June 15 it had upheld a request from the region to allow the Site area to become the next regional landfill site but official written notice has yet to arrive In his second letter Mr states it is his legal opinion the region cannot apply for environ mental certification because it would mean changing the Planning Act and would violate it as protecting the in crests of the ding land owners I believe there is very good authority for the proposition that the simply cannot purport to allow the passage of a by law changing an plan and an area which does not take Into account the cant problems that would occur If the many tech meal matters that have yet to be done are not controlled by those by laws He said he was again asking for the region to pass a resolution to the effect it is not going to go ahead with development of Site Mr repeated his argument that going ahead without official approval would con stitute in his opinion illegally spending money Also there is in process an application to construct a waste disposal site between the resent Burlington and the old Burlington landfill and that proposal would save the region a considerable amount in capital cost We would certainly hope that the region would see the merit In giving us the assurance we wish In a rejection of Mr letters Regional Solicitor Dennis stated to accept Mr Estrin arguments at this point must be make numerous assumptions as to how things will happen in the procedures yet to be To lowed which assumptions may not come true as Mr sees them Mr Pcrlin said he Is of the opinion the region s argument for approval of Site was correctly made and the OMB has accepted it He said that as far as he is concerned the decision of June 15 is clear the approval of the Ontario Municipal Board under Section has al ready been given The argument of money being spent on Site without official approval from the OMB was also shot down Mr said the application for environ mental approval is one which is specifically permitted by the Plan Act and thus any funds that are expended with respect for such an application arc legally spent Lastly ho disagreed with Mr Estrin s wor ding on Site A specifically hat there is in process an application to construct a waste disposal site bet ween He said there Is no application In force to construct anything at this time and the region is only exploring the possibility of a landfill Song sheets With Christmas ing most people are get ting Into the festive sea son spirit One sign of this is the number of inquiries for Christmas EaM 41MB77G2M Acton Ontario OurKids-S- Our Schools Our school systems have the immensely important paring Canadas children to become useful functional adults ready and able to keep this country humming They are fading that task miserably Today our public schools teach sex but not morality Today such concepts as courtesy con sideration and respect have been replaced with the notion that doing your own thing is how society works Todays socalled progressive educators hold that discipline rules even are all bad for the child that somehow they destroy cramp creauvity Our schools have long since stopped challenging the child to do his individual best Only the stausneal average is required for a pass and even this paltry criterion seems to be getting lower and lower The result is a lifelong of doing just barely enough to get by Diligence hard work stiff standards self disciplincali have dwindled in our classrooms And with their departure our children have lost the joy of real achievement the knowledge that exceptional effort brings results are now giving literacy tests to high school gradu and some schools are hiring security guards These are the clearest results of our present style ofeducauon These are the con sequences of permissiveness the abandonment of moral ethical and spiritual free curricula and all the other experi ments of the New These reflect the loss of clear rules challenge and iron insistence on the basics in our school systems Our schools are failing our children Its time to face that fact and to do something about it A number of people have already started doing something about it The Grcnvdk Christian College near Ontario is a good example The concern and faith of one man backed by a dedicated faculty built this private high school Coeducational and cheerfully thriving GCC was created to take young people along the opposite road It not permtsaive It makes challenge exciting It holds discipline to be a part of love As the fouadcrfheadmaster Reverend J Haig puts bis school a philosophy We returned to the concept that the teacher is boss Immediately we found students who were happier aod students who became doubly productive The results are spectacular Graduates know how to read write and work They have selfdiscipline They have sound values And they love their tough alma mater They people in the round and a memo to us all of what were not getting for our pubhc education money Gremalle Christian College is well managed but with no endowment fund and only the beginning of an alumni to draw on it needs financial help for capital expansion We urge you to look this organization and togiveityourassistancetfyouagreewithitserTortsaswedo Write Grenvule Christian College Box 610 BrockviUe Ontario K6V5V8
