very poor fiscal management has led to a newer system which should have been caught by regional staff but wasnt Regional Treasurer Don Farmer and Chief Administrative Officer Ernie Field had little justification to offer to the Administration and Finance Committee last Wednesday as both sen- staff were subject to a barrage of verba fire by coun cillors Although he 1979 sewer expenditures were on or slightly over expectations for June and September some thing happened after that to cause a over spending which was only recendy turned up during budget reviews for Mr said the over runs were attributable to a new sludge technician and vehicle de layed billing or Acton Hydro un- budgeted cost of taxes written off unanticipated repairs to equipment and costs of expansion to pollution control plants of which utility costs were mostly to blame The Increase in the utilities of which most Board aims balance staff was hydroelectric In nat ure surprised committee member Steve himself an Ontario Hydro employee Ho said that In county days the cost of elec tricity was usually calculated down to the penny Because machinery tends to oper ate at the same amount of wattage he said he cound not understand how you could be this far out Mr Barrett was more explicit If this con tinues they staff should be out the door he said He said he could not understand how the sen ior staff had allowed the payment of funds which arent in the budget Mr and Mr Far mer said one of the rea sons was a lack of good information from the computer which was re cently Installed Someone should have told us Someone should have flagged this said Milton Mayor Don Gordon Mr said part of the problem is the region lacks a systems analyst which would go a long way to finding where there are errors In ac counting A report of how to solve the problem In the future Is to come to cjmmlttco by the next meeting in addition to a promise by Mr Held and Mr Far mer that the printout of the accounts be tabled for committee review every month so cost overruns can be Identified Uniform opportunity for education in the face of declining enrolments and an aging staff Is one of the main problems for- by Hal tons Board of education In the second report to the Long Term Planning Committee the sub committee on staffing sketched two directions the board will take in the next five years The first report on program was tabled earlier this month The staffing sub committee four page report gives one direction to school staffs They should be assigned to achieve a desirable bal considering several characteristics which provide for equality of educations opportunity for students and for the professional growth of teachers and ad ministrators This direction will try to set a criteria to bal staff according to superintendent of In struction Rao Stoness chairman of the sub committee The degree of that bal ance may extend to departments Stoness hinted there may be a balance sought between the of school staff and between specialist and teachers One major factor taken into consideration by the subcommittee is dec In enrolments In elementary schools It is not so much a problem because the decline has bottomed out accord ing to the report High school enrolment is another story We ex pect to decline at the rate of approximately 900 students per year for the next five years The second direction sought by the subcorn mittce would sec the systematic development of the skills and capabilities of all staff staff is highly competent and effective according to the report Research in education opens the door to building upon that The subcommittee ex pects no additional direct cost to achieve its first priori However anticipates ask ing for board support for reasonable increases in funds for staff develop ment One way the sub committee anticipates no direct cost for the first priority balance of staff is to make fuller use of provincial grants indicated the board Is not making the most of Ministry of Education grants for special education and French as a second language Ness heads OSSTF District of the Ontario Secondary School Teachers Federation returned Ron Ness as
